City of Centerville <br />Council Meeting Minutes <br />November 10, 2021 <br /> <br />2. Skating Rink Lighting Proposal <br /> <br />Administrator Statz stated that this has been identified by the Parks and Recreation Committee for <br />several years as being needed due to safety and usability concerns. He described the current <br />lighting installed on site. He reported that two (2) quotes were obtained to install two (2) new <br />poles and lighting on them. He stated that the Committee is recommending approval by the <br />Council of the quote from Aid Electric for the installation of two (2) poles, each with two (2) LED <br />flood lights to be installed at the pleasure rink at Laurie LaMotte Memorial Park. He stated that <br />the funding would be expended from Park Dedication Funds. <br /> <br />Discussion ensued regarding whether the lighting was fixed or adjustable for use during alternative <br />seasons and events, light pollution concerns, funding, debt, the usage of COVID funding, inclusion <br />of additional lighting being included in the CIP, increasing the options for installation ensuring <br />flexibility and whether the lighting would be on a timer or a manual switch. <br /> <br />Motion by Council Member Lakso, and seconded by Council Member Koski to Approve the <br />Recommendation of Parks & Recreation Committee to Approve the Aid Electric Quote for <br />Installation of (2) Poles, each with Two (2) LED Flood Lighting as Presented. <br /> <br />Additional discussion to place regarding the ability to adjust them, increasing the amount to <br />illuminate additional areas in the park, time that the park closes, Fete des Lacs and other events, <br />more lighting on the playground. <br /> <br />Council Member Lakso Amended her Original Motion: to Approve the Recommendation <br />of Parks & Recreation Committee to Approve the Aid Electric Quote for Installation of (2) <br />Poles, each with Two (2) LED Flood Lighting not to Exceed $18,000. Council Member Koski <br />Accepted the Friendly Amendment. <br /> <br />Council Member Koski stated that his approval is based on safety. Discussion ensued regarding <br />additional options and flexibility. Administrator Statz clarified that Council’s desire was to <br />increase funding the item if it would add functionality of either adjustability or illumination <br />capabilities of other areas. <br /> <br />All in favor. Motion carried. <br /> <br />3. Wreaths and Lighting During Holiday Season <br /> <br />Administrator Statz explained that the EDA purchased Holiday wreaths and previously Council <br />directed staff to allow for every other street light in the downtown area (along Main Street near <br />Centerville Road) to operate saving funding and decreasing the excess lighting in the area. He <br />explained that with the installation of the Holiday wreaths, it is required that the lighting be <br />illuminated to electrify the lighting installed on the wreaths. He suggested that for a temporary <br />basis, mid-November through January, all lighting operate. Council Member Lakso suggested <br />passing a resolution allowing this on an annual basis if this years’ trial works well. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Koski to Approve the <br />Illumination of all lighting in the Downtown Area (along Main Street near Centerville Road) <br />Page 10 of 12 <br /> <br /> <br />
