City of Centerville <br />Council Meeting Minutes <br />November 10, 2021 <br /> <br />Main Street from B-2 (Main Street Commercial) to B-1 (Commercial) <br /> <br />Administrator Statz reviewed the information that was presented to the Planning and Zoning <br />Commission. City Planner Carlson provided a brief review of his memorandum summarizing the <br />rezoning that would need to take place from B-2 (Main Street Commercial to B-1 (Commercial) <br />and stated that a Conditional Use Permit would be needed for outside storage and usage. <br /> <br />Planner Carlson stated 2050 Main Street has an existing building that previously was utilized by <br />Northern Forest Products. He stated that a building supply company also desires to utilize the <br />vacant lot located next door at 2070 Main Street for staging of materials. Council discussed <br />various solutions to the fencing and screening issues, recommended more detail and enhancements <br />with the overall appearance of the front of the property. <br /> <br />Planner Carlson stated that the Planning & Zoning Commission recommended the rezoning of the <br />property and granting a CUP. <br /> <br />Administrator Statz mentioned improvements could be made to the west side of the building to <br />enhance the overall appearance of the building. Planner Carlson also noted the applicants were <br />present to answer any questions. <br /> <br />After Council discussion, City Planner Carlson restated the following concerns: cedar fencing in <br />the front to make outdoor look more appealing, creating privacy with trees, berms, etc., visibility <br />of material from the street and trail, height of the materials, and the installation of a canopy. <br /> <br />Mr. Lucas Wiborg, Shingle Creek Capital, stated that the company often stores asphalt shingles <br />outside and stated that due to weight, they can only be stored two (2) pallets high. He also stated <br />that the proposed fencing is for security purposes and the goal is to plant trees to provide screening <br />rather than fencing. Planner Carlson questioned the height of the two (2) pallets. Mr. Wiborg <br />stated approximately 8’ tall. <br /> <br />Mr. Wiborg stated that their tenant is a national roofing supply company with locations all across <br />the United States and three (3) locations within Minnesota. He stated that the Minneapolis location <br />desires to relocate to Centerville. He stated that the other two (2) locations are in Medina and <br />Lakeville. <br /> <br />Discussion ensued regarding the Comprehensive Plan guiding the property as Commercial, <br />currently 2070 Main Street needs remedial soil corrections as Shingle Creek Capital would provide <br />to some extent, screening modifications, MPCA requirements, esthetics of the building, preferred <br />retail on 2070 Main Street rather than outside storage and height of products not exceeding 4’ <br />above street level. <br /> <br />There was concern that the Conditional Use Permit (CUP) would run with the land allowing for a <br />future buyer to operate say an auto supply company, for example on the site. Attorney Glaser <br />stated that the CUP is for the operation of a building supply company and if any other company <br />desired to come in and operate outside storage on the property they could not.
