City of Centerville <br />Council Meeting Minutes <br />November 10, 2021 <br /> <br /> <br />Motion by Council Member Koski, seconded by Council Member Lakso to Adopt Ord. #119, <br />Second Series Rezoning 2050 & 2070 Main Street from B-2 (Main Street Commercial) to B- <br />1 (Commercial) Contingent upon Approval of Res. #21-019, the Approval of the CUP and <br />that this is Considered to be the Final Reading of Ord. #119, Second Series as Presented with <br />the Ability of the City Attorney to Make Minor Modifications to the CUP and Major <br />Modifications being Brought Back Before the Council for Approval. <br /> <br />Council Member King asked why it needed to be stated that it was not the first reading and a final. <br />Attorney Glaser stated that there was a State Statute that requires two (2) readings of an ordinance <br />and an associated penalty for not doing so. Attorney Glaser stated that there is an urgency to <br />approving a land use request and with the potential for cancellation of the second meeting in <br />November. <br /> <br />All in favor. Motion carried. <br /> <br />Mr. Wiborg stated that he felt that it was a high quality development, planting of flowers at the <br />entrance, painting a portion of the west side of the building giving it a more vibrant look would be <br />some of the items that they will be completing. <br /> <br />Additional discussion ensued regarding fencing, visual aesthetics, visibility from the street, type <br />of vegetation, screening of a double row of trees and that the site plan review process will happen <br />at a later date. <br /> <br />Attorney Glaser stated that he could add a condition to Conditions #4 that the height of outside <br />storage cannot be visible from the trail on the north side of the subject property to the CUP. <br /> <br />Council Member Lakso agrees with updates to the building and would also encourage Council to <br />create a minimum design plan for any further developments on Main Street. <br /> <br />City Administrator Statz stated the CUP could allow for design details and flexibility in the <br />landscape design may allow for additional architectural appeal. Planner Carlson requested adding <br />Architectural Elevations as Item #e under Conditions #16. <br /> <br />Motion by Council Member King, seconded by Council Member Lakso to Approve Res. #21- <br />019 and Conditional Use Permit with the Approved Modifications (Conditions, #4 Adding <br />Language “The Height of Outside Storage Cannot be Visible from the Trail on the North <br />Side of the Subject Property” and the addition of Item #”e, Architectural Elevations”). <br /> <br />Discussion ensued regarding fence being opaque, cedar or similar for the entire frontage and 40’ <br />east along the lot line enclosing the customer parking area, Planner Carlson suggested adding <br />opaque to Conditions #8 and Ms. Jennifer Haskamp requested changing “adjoining properties” <br />with “adjoining rights-of-way” in Conditions, #4. Additional discussion took place regarding the <br />mature tree-line along the east side of the property which will assist in screening the abutting <br />property to the east. <br /> <br />Page 8 of 12 <br /> <br /> <br />
