City of Centerville <br />Council Meeting Minutes <br />March 9, 2022 <br /> <br />Administrator Statz stated that the applicants were present, along with City Planner Carlson. <br />Administrator Statz provided Council with a brief review stating that the property formally housed <br />Northern Forest Products for many years, that both the Planning & Zoning Commission and City <br />Council approved rezoning the property to B-1 (Commercial) and granted a Conditional Use <br />Permit (CUP) contingent upon the sale and redevelopment of the site upon the purchaser’s request. <br />He stated that the proposed tenant is a national building supply company that desires the site for <br />offices, storage and outside staging/storage. <br /> <br />City Planner Carlson reviewed the submitted Planning Report contained in Council’s packet, <br />noting that the request for Site Plan Approval has gone before the Planning & Zoning Commission <br />with their recommendation for the Council to approve as submitted. <br /> <br />Mr. Lucas Wiborg, Shingle Creek Capital, re-introduced himself to Council, stated that they had <br />received previous approval for rezoning the property and a CUP allowing for the tenant and that <br />the next step in the process was to obtain Site Plan Approval. He stated that he felt that remodeling <br />of the existing building with high quality products, improving the parcel at 2070 Main Street and <br />the tenant’s commitment to their new facility, would be a good fit for both Centerville and the <br />tenant. <br /> <br />Additional discussion ensued regarding landscaping, fencing, office/showroom open to the public <br />for viewing samples of products, drainage/pond depth and size per site, Rice Creek Watershed <br />approval not yet submitted, asphalt installation, aesthetic enhancements to the exterior of the <br />building, soil conditions/abatement, traffic, address being 2050 Main Street for emergency <br />services but two (2) separate parcels would remain and happiness of revitalization of the site. <br /> <br />Motion by Council Member King, seconded by Council Member Lakso to Approve the <br />Submitted Site Plan for Shingle Creek Capital at 2050/2070 Main Street as Presented. All <br />in favor. Motion carried. <br /> <br />2. 2010 Fairview Street – Max Storage Enterprises <br />a. Res. #22-0XX – Approving Conditional Use Permit (CUP) For Max Storage <br />Enterprises, LLC <br />b. Site Plan Review <br /> <br />Administrator Statz stated that the application for Conditional Use Permit had been submitted <br />several months prior, a public hearing was held and left open for comments for two months. He <br />stated that what is being proposed is mini-storage just larger units. He also stated that within the <br />applicant’s narrative of the project they will be marketing to tradespeople (plumbers, electricians, <br />etc.) that have grown out of their homes and may need additional storage for equipment and <br />supplies. He stated that tenants/employees would report first thing in the morning, load up and be <br />off to job sites. He also stated that smaller businesses that operate within the defined “Industrial” <br />zoning could also operate out of the units. He explained that if a company desired to operate within <br />the building that did not meet the “Industrial” zoning, they would need prior <br />consideration/approval for a Conditional Use Permit. Administrator Statz stated that the Site Plan <br />has received review by the Building Official, Fire Department and Engineer. He also stated that <br />the building would be required to be sprinkled and the building would be cut-faced block for the <br />exterior materials. <br />Page 6 of 10 <br /> <br /> <br />
