City of Centerville <br />Council Meeting Minutes <br />March 9, 2022 <br /> <br /> <br />Planner Carlson briefly reviewed his Planning Report that was contained in the packet, stated that <br />there would be no outside storage on the site, no repairing of vehicles except owned by the <br />individual tenant/no auto repair businesses operating on site, opening communications regarding <br />tenants, lighting, landscaping, building materials, parking, no living in the building/units, no <br />cooking in the building/units, potential for the building becoming condominiums in the future and <br />the necessity of requiring a plat to reflect ownership. He also stated that the recommendations from <br />the Planning & Zoning Commission and City Attorney have been contained in the report. <br /> <br />Discussion ensued regarding “man-caves” and the applicants mentioning that previously, <br />applicants Mr. Chad Anderson and Mr. Nom Lee concurring but noted that they have changed that <br />direction, only allowing for storage, operation of a small business such as light assembly not <br />disturbing neighbors, not second homes, etc. Mr. Lee stated that both he and Mr. Anderson are <br />small business owners. <br /> <br />Additional discussion ensued regarding traffic flow, parking, research regarding demand <br />completed by Mr. Anderson and Mr. Lee, City not licensing businesses, changes in use is not <br />always known and attempting avoidance of uses not allowed, discussion of the CUP running with <br />the land and attempts for the future and seeing needs, many CUP’s would have to be completed <br />again, opportunities for small business owners, hours of operation must follow noise ordinance, <br />and not being gated and ability to access at all times. <br /> <br />Mr. Anderson stated that that he is grounds keeper, leaser, etc. so he will always be on site. He <br />also stated that there would be a screening process for tenants. <br /> <br />Motion by Council Member Lakso to Adopt Res. #22-005 – Granting a Conditional Use <br />Permit for Max Storage Enterprises, LLC as Presented. <br /> <br />Council Member Lakso stated that she felt that the City and Stantec have come a long way with <br />the attendance of Planner Carlson at meetings, reports, recommendations, negotiations, foreseeing <br />potential issues in the future and appreciates the continued partnership. <br /> <br />Seconded by Council Member Koski. <br /> <br />Additional discussion ensued regarding hours of operation, the noise ordinance, disturbances to <br />others, nearest residence, close proximity to the daycare, business vehicles parking on site <br />overnight, parking space allocations, no public nuisances on site, landlord’s screening process <br />(noises/vibration/disturbances to others), posting quiet hours, ordinances in place and having that <br />language in their contract for the tenant to sign that states the City ordinances. <br /> <br />Motion by Council Member Lakso Amended the Original Motion: to Adopt Res. #22-005 – <br />Granting a Conditional Use Permit for Max Storage Enterprises, LLC with Inclusion of “, <br />and the relevant laws shall be contained in any lease of the Subject Property” at the end of <br />the sentence in Item #16. Council Member Koski Accepted the Friendly Amendment. <br /> <br />Additional discussion took place regarding the ability to sublease and Kurt stated that most <br />landlords do not want to sublease.
