RYAN <br />building that the City is qualifying as a "loading facility". The loading facility <br />will be adequately screened from the adjacent public street. We are seeking <br />an exception to this code requirement as part of the PUD. <br />Outside Storage <br />Based on Section 156.040(M) the storage of trucks and semi -trailers count <br />as outside storage as they are part of a conditional use and it is implied that <br />this outside storage would be reviewed with a CUP. Per Section 156.144 <br />;`M)(2)(a), The storage area mast be completely screened from: adjoining <br />properties and rights -of -way. <br />Although typically allowed as part of a conditional use permit, we are seeking <br />that outdoor storage be allowed as part of the PUD. The outdoor storage is <br />intended for short term use and will be completely screened from adjacent <br />properties and rights -of -way. <br />Tree Planting <br />Per Section 156.167 Required trees should be planted in the front yard out of <br />the right of way and a minimum of 15 feel from the curb line and shall no! be <br />planted in a manner that interferes with any current or planned utility line. <br />We are seeking flexibility on tree placement as part of the PUD. There is a <br />significant quantity of trees required for the site which may not be of the <br />highest benefit to the public. We believe these trees would provide a higher <br />aesthetic value in a public venue. As part of the PUD we are proposing <br />placement of a portion of the required trees (to be coordinated with staff) in a <br />public venue (off -site) instead of on -site as required by Code. As discussed <br />with City staff, this could be utilized as a better use of trees to mitigate <br />impacts of the emerald ash borer in parks in an effort to replace and diversify <br />species. <br />The construction of the proposed PUD will not be detrimental to or endanger the public health, <br />safety, comfort, or general welfare. The proposed PUD will be consistent with the applicable <br />objectives specified for PUD's by the Code of Ordinances. <br />Part of the off -site improvements contemplated with this project includes an extension of a trail. <br />The project is in support of this extension so long as it is cohesNe with the project site layout and <br />safety of pedestrians and drivers is paramount. <br />A pattern of open space is proposed along the various frontages for the project. Stormwater and <br />landscaping is proposed along Clearwater Creek, open ditches are proposed along 2V Ave in <br />lieu of piped storm sewer, berming/screening is proposed along Fairview Street and significant <br />portions of the existing tree line along 201" Ave will remain to provide natural screening. <br />Storrnwater and floodplain improvements will be coordinated with the Rice Creek Watershed <br />District to prevent disruption of natural drainage patterns. <br />Adequate utilities, access roads, and other necessary facilities are existing or will be provided as <br />part of the project. The site is generally self-contained and new public infrastructure (utilities and <br />streets) is not required to support the project However, watermain will be extended in 21"Ave <br />as part of the project to provide a loop for the City water system. <br />The proposed industrial project is consistent with the Centerville 2040 Comprehensive Plan as <br />the property south of Clearwater Creek is guided as Industrial. The project will transition the <br />property from vacant/agricultural to non-agricultural land use and will expand the industrial taa <br />base and employment opportunities in the City.
