May 3, 2022 <br />Centerville Planning & Zoning Commission <br />Page 4 of 14 <br />RE: Banjo Distribution Center, PUD, Preliminary & Final Plat <br />Outside Storage <br />Since the truck terminal use is by CUP, parking of trucks and trailers also becomes an issue as <br />"outside storage". This was reviewed in my April 5 memo against the standards in 156.040(M), the <br />conclusion being that the storage of the semi- trailers on the west side of the site must be <br />completely screened from view of adjacent streets and properties. <br />Height <br />Structures over 35 feet in height are only allowed by CUP, per Section 156.121(A). The proposed <br />building would be 44 feet in height. This is also a feature that can be reviewed within the PUD. In <br />this case, the building is well back from the edges of the property on all sides and surrounded by <br />significant landscaping and fencing on parts of the site. The Fire Chief does not have an issue with <br />the building height and it is acceptable for this project. <br />SITE ISSUES <br />Loading Facilities/Screening <br />The Zoning Code has standards for location of "loading facilities" in the Industrial District in <br />156.040(L), which must be fully screened. <br />The Banjo facility has two loading facilities - the truck docks on the west side of the building and <br />the van loading area on the south side of the building. The truck loading docks on the west are <br />considered the rear yard but are adjacent to 20t" Avenue, so they still must be adequately <br />screened. <br />The van loading area on the south side of the building also qualifies as a loading facility - it is the <br />area where 344 vans will be "loaded" with the packages from this facility for delivery. The south <br />side of the building is a side yard, which does not allow a loading facility, but this issue can be <br />addressed within the PUD. <br />The proposed landscape plan provides significant landscaping behind the loading docks (on the <br />west side) in addition to existing volunteer vegetation along 20t" Avenue. There is a 6-ft wooden <br />fence proposed along the Fairview Street and part of the 21 It Avenue sides of the site, seen on the <br />site plan and oblique view on the next page. There is also a 5-ft PVC -coated chain link fence <br />between the van parking and the van loading area. Taken together, the various landscaping and <br />fencing features should be adequate to screen the loading area. <br />The landscape plan is short 173 trees from the standards required in the code. The applicants <br />believe the extra trees do not provide public value and are not needed. They propose that the <br />cost of those trees will be contributed to the City's park dedication fund, in addition to the normal <br />required contribution. Otherwise, the landscape plan proposes significant screening around and <br />between all parts of the site in the form of landscaping and fences, which are acceptable. <br />
