May 3, 2022 <br />Centerville Planning & Zoning Commission <br />Page 5 of 14 <br />RE: Banjo Distribution Center, PUD, Preliminary & Final Plat <br />Noise <br />Noise is a concern from the truck docks and the van loading area. Both semi trucks and delivery <br />vans would have backup beepers which could be annoying, in addition to the noise and activity <br />from the vehicles. The City Code prohibits excessive noise from loading activities between 10:00 <br />pm and 7:00 am. We can address this issue within the PUD. We suggest the planning commission <br />consider two changes to address noise: <br />1) Provide a 10-ft tall fence or wall on the west side of the truck docks to completely screen <br />this area and muffle the noise. The facility will have trucks coming in during the night and <br />we should anticipate some noise during these hours that should be screened to the <br />maximum extent possible. <br />The rationale behind this noise screening is illustrated on the site section below which shows <br />the Banjo building and truck docks on the right, 20t" Avenue in the middle, then the Mini <br />Storage site, and single family homes to the left on Center Street, Eagle Trail, and <br />Cottonwood Court. The light gray lines are 4-ft elevations, with the ground elevations <br />labeled at several points - the edge of the truck docks area is at about elev. 906, the first <br />floor eye level of the nearest homes at about elev. 920. A 10-ft wall or solid fence would <br />interrupt sound from the truck dock area to the first floor of these homes and could provide <br />some relief from potential noise, especially during nighttime hours. The red dashed arrow <br />indicates noise going over the wall, the blue dashed arrow represents noise that would be <br />directly blocked by the wall. Landscaping by itself is not a very effective noise barrier. The <br />Mini Storage buildings might interrupt sound for some homes, about the same as the wall. <br />Site Section Viewing North <br />This recommended wall is shown in a plan view of a larger area surrounding the Banjo site <br />on the next page. On the graphic, the Banjo site plan is overlaid on an aerial photo with <br />the recommended wall in the dark brown line on the west side of the truck dock area. <br />Single family homes in the area are shown with yellow rectangles. Again, the red dashed <br />arrows show noise that would go around the wall - missing the adjacent homes - and the <br />blue dashed arrows show the direction of noise that would be blocked by the wall, at last <br />to the first floor level. <br />Design with community in mind <br />
