The <br />operation deliberately avoids the peak morning and <br />evening rush hours: vans leave the site between 9:50- <br />11:30 am, returning from 7:10-9:10 pm. Still, this traffic will <br />have an impact on adjacent roads, especially the <br />intersection of Main Street and 21It Avenue. A traffic <br />study has been prepared by the applicants' consultant <br />and reviewed by the City Engineer. <br />The study concludes that traffic impacts can be <br />mitigated by limiting van traffic during AM and PM peak <br />hours, constructing a southbound left -turn lane from 20t" <br />Avenue at Fairview Street, constructing a median in 21It <br />Avenue a short distance south of Main Street, and <br />contributing funds to pay for future traffic studies and <br />improvements.
