May 3, 2022 <br />Centerville Planning & Zoning Commission <br />Page 8 of 14 <br />RE: Banjo Distribution Center, PUD, Preliminary & Final Plat <br />Future 201h Avenue (CSAH 54) Corridor Improvements <br />It is the intent of the city and Anoka County to utilize portions of the funds escrowed for future <br />studies and improvements to complete a Corridor Study of 20th Avenue (CSAH 54) from Main <br />Street (CSAH 14) to Birch Street (CSAH 34). A primary goal of the study will be to identify where <br />controlled intersections might be needed in the future. These controlled intersections may take <br />the form of traffic signals or roundabouts. With regard to the intersection of 20th Avenue and <br />Center Street/Fairview Street, there are a number of things which will need to be fleshed out by <br />the study, including whether or not the intersection should be controlled and what form that <br />control will take. The applicant has expressed concern that any option which results in significant <br />impacts to the layout of their parking, especially any loss of total parking space counts, could <br />render their project infeasible due to the operational needs of the end -user. Therefore, as the City <br />and Anoka County continue to work the applicants engineering team, we are looking at ways to <br />address local roadway needs with the viability of the site in mind. Prior to final plat approval, the <br />City and County will make any final right-of-way needs known to the applicant, so they can build <br />their site in a way which greatly minimizes the risk of future disruption. <br />Parks and Trails <br />The project will include park dedication per the <br />City's ordinance. The City is not requesting land <br />to be dedicated, but we recommend a future <br />trail be included with the project on the north <br />side of Fairview Street. The anticipated cost of <br />the trail would be part of the park dedication for <br />the project. This needs to be carefully <br />considered, given roads and truck traffic in the <br />area. <br />There are trails in the western part of Centerville, <br />including one coming from the west to 20th <br />Avenue south of Center Street, then extending <br />north on the west side of 20th Avenue. There are <br />no trails in this area east of 20th Avenue. Providing <br />such a trail to connect 20th and 21It Avenues is a <br />worthy goal, but only if there is a safe crossing of <br />20th Avenue, which is a busy county road. The dark green trail would <br />be required as part of the Banjo project PUD, to be built at a later date if the intersection is <br />upgraded with traffic control. The light green trail along 21It Avenue is a possible link at some <br />point, shown on the Lino Lakes comprehensive plan. Together, these trail links would connect the <br />rest of Centerville to destinations east and north. <br />Design with community in mind <br />
