May 3, 2022 <br />Centerville Planning & Zoning Commission <br />Page 1 1 of 14 <br />RE: Banjo Distribution Center, PUD, Preliminary & Final Plat <br />RECOMMENDATION <br />The City Engineer has also reviewed the applications and has supplied a separate review memo, <br />but his recommended conditions are included below. <br />Planned Unit Development <br />We recommend approval of the Conditional Use Permit for the Planned Unit Development for the <br />Banjo distribution facility as submitted on plans from Ryan Companies and their consultants dated <br />3/4/2022, with the following conditions and findings of fact: <br />Conditions of Approval <br />1) Limit delivery vehicle trips in/out of facility during AM/PM peak traffic (7 - 9 AM; 4 - 6 PM), <br />to less than XX in and XX [these numbers are being discussed with the applicant] out per <br />hour. Maintain technology and, when requested, deploy such technology which controls <br />the routing of their delivery vehicles in order to mitigate traffic issues on surrounding <br />roadways. <br />2) Construct a southbound left turn lane on 20th Avenue at Fairview Street on a mutually <br />agreeable timeline in cooperation with Anoka County. <br />3) Construct a median on 21 st Avenue south of Main Street on a mutually agreeable timeline <br />in cooperation with Anoka County and the Cities of Centerville and Lino Lakes. <br />4) Escrow, or put of a letter of credit in the amount of $500,000 as a contribution to <br />transportation related studies and improvements within the geographic area of the <br />development's traffic study. These improvements must be identified within 10 years and <br />constructed within 15 years, or the funds must be returned. <br />5) Contribute funds to the City's Park Dedication Fund (in addition to the standard, required <br />contribution) in an amount necessary to construct an 8' wide bituminous trail to city <br />standard specifications in the Fairview Street right-of-way between 20th Ave. and 21 st Ave. <br />This trail would not be constructed until a controlled intersection is in place at Fairview <br />Street and 20th Ave. The City will accept this donation instead of requiring its immediate <br />construction. The donation does not obligate the city to build the trail at any time, nor is <br />there a sunset date on these funds, after which the City would give them back. <br />6) Contribute funds to the City's Park Dedication Fund (in addition to the standard, required <br />contribution) an amount equivalent to the cost of trees and shrubs normally required for <br />this development, which have been eliminated from the site plan, due to their lack of <br />public value, given their position on the site (being not visible from the public realm). A <br />figure showing the required landscaping, highlighting the elements to be eliminated, shall <br />be provided and approved by the city. This contribution will be verified by the City <br />Engineer and contributed prior to approval of the final plat. <br />
