Response: <br />This item is being coordinated with City staff. It is the applicant's preference to have the <br />trail segment installed on the south side of Fairview. <br />2. Park Dedication Fees will apply. <br />Response: <br />Comment noted. <br />Traffic/Roadways <br />1. A traffic study is required to determine if area roadways can accommodate the traffic produced by <br />the development. A draft study has been submitted and reviewed by area road authorities. <br />These authorities have given feedback as to additional information that should be factored into <br />the study and other various items which the study should examine. Once a revised study is <br />available, we will be able to give more comments on this issue. <br />Response: <br />An updated traffic study was provided to the area road authorities on April 22, 2022. <br />2. If there are structural changes to area roads needed to mitigate traffic impacts, the costs of those <br />shall be borne by the developer. The city, however, may find that proposed structural changes <br />have adverse effects on access to property that are unacceptable. This finding may render the <br />development untenable. The city is ready to work with the developer and surrounding agencies to <br />find solutions to traffic impacts which do not adversely affect land use. <br />Response: <br />We will continue to coordinate this item with the City and surrounding agencies. <br />3. The Draft Study's conclusions that there are no significant impacts to area intersection <br />performance is largely based on the timing of incoming and outgoing trips to the facility. The <br />study and project narrative suggest that these trips do not occur during peak traffic hours. <br />Therefore, the Conditional Use Permit (CUP) should include provisions which restrict the amount <br />of outgoing and incoming vehicle trips during peak AM and PM traffic hours to ensure future <br />changes to business practices and/or tenants continue with this same mode of operation. <br />Response: <br />We will continue to coordinate this item with the City and surrounding agencies. <br />Lighting <br />1. All fixtures shall be downcast type and may require shielding on sides facing residential areas <br />(west -facing). Newer LED fixtures produce a whiter light and even with downcast fixtures and <br />lumen levels at the edges of the property within accepted norms, the city has received complaints <br />from neighbors.
