Project Banjo Traffic Study — Regional Analysis Addendum April 22, 2022 <br />Page 2 <br />EXISTING CONDITIONS <br />Existing conditions were reviewed within the study area to establish current operations to help <br />determine impacts associated with the proposed development. The evaluation of existing <br />conditions included collecting traffic volumes, observing roadway characteristics, and analyzing <br />intersection capacity, which are described in the following sections. <br />Traffic Volumes <br />The following intersections were included as part of the study process. <br />• 20t" Avenue (CR 54) / Main Street (CR 14) <br />• 20t" Avenue (CR 54) / Commerce Drive <br />• 20t" Avenue (CR 54) / Fairview Street <br />• 20t" Avenue (CR 54) / Cedar Street <br />• 21s' Avenue / Main Street (CR 14) <br />• 21st Avenue / Commerce Drive <br />• 21st Avenue / Fairview Street (Future) <br />• Main Street (CR 14) / 1-35E West Ramp <br />• Main Street (CR 14) / 1-35E East Ramp <br />Intersection turning movement and pedestrian/bicyclist counts were collected on Thursday, <br />February 3, 2022, at the majority of the study intersections. The counts were collected from 7 to 11 <br />a.m. and 4 to 6 p.m., which coincides with the peak activity of the adjacent roadways and/or the <br />proposed development. Note that 14-hours of data (6 a.m. to 8 p.m.) was collected along Main <br />Street at 20t" Avenue and 21st Avenue. At the Main Street (CR 14) intersections with 1-35E, a <br />combination of historical counts and newly collected data using ramp detector data provided by <br />the Minnesota Department of Transportation (MnDOT) were used to identify area travel patterns <br />and traffic volumes. Average daily traffic (ADT) volumes were also obtained from MnDOT. <br />Roadway Characteristics <br />Observations were conducted within the study area to identify various roadway characteristics <br />such as roadway geometry, functional classification, multimodal facilities, speed limits, and traffic <br />controls. The following information provides a general overview of key roadways within the study <br />area. Note that these are general characteristics. <br />• Main Street (CR 14) —generally a four -lane divided minor arterial roadway with turn lanes <br />at key intersections. There is a multi -purpose trail present on the south side of the roadway. <br />The posted speed limit is 45-mph within the study area. <br />20'Avenue (CR 54) — generally a two-lane undivided minor arterial roadway, which <br />widens near Main Street (CR 14) to include a median and turn lanes. There is a multi- <br />purpose trail present on the west side of the roadway between Main Street and Fairview <br />Street. The posted speed limit is 50-mph south of and 55-mph north of Main Street. <br />
