City of Centerville <br />Council Meeting Minutes <br />March 23, 2022 <br /> <br /> <br />Lengthy discussion ensued regarding the name of the company versus the five (5) page <br />Confidentiality and Nondisclosure Covenant, definition of what is trade secret (i.e., name, <br />processes for delivery of services, location/delivery, building plans, their request for the City to <br />approve this, etc.) and fully funded by the applicant (Ryan Companies/Client). <br /> <br />Motion by Council Member Mosher, seconded by Council Member Lakso to Approve the <br />Non-Disclosure Agreement – Project Banjo as presented. All in favor. Motion carried. <br /> <br /> <br />2. 2022-2024 EDA Strategic Plan <br /> <br />Administrator Statz reviewed the EDA’s Strategic three (3) year Plan with Council as provided in <br />the packet. <br /> <br />Brief discussion ensued. <br />Motion by Council Member Lakso, seconded by Council Member King to endorse the EDA <br />Strategic Plan. All in favor. Motion carried. <br /> <br />3. EDA Draft Letter to Downtown Residents <br /> <br />Administrator Statz reviewed with Council that many residents in the downtown area have not <br />been approached regarding potential for development or working with a developer since 2006- <br />2007 when the Beard Group was in town. He stated that the EDA desired to poll residents <br />regarding their willingness to entertain options for their properties as there is a large amount of <br />interest in Centerville. He also stated that the letter would be forwarded to only those residents in <br />the M-1 and M-2 Districts. He stated that the EDA wanted to ascertain Council’s support for <br />forwarding the letter. <br /> <br />Lengthy discussion was had regarding appropriateness of the letter or inquiry, not wanting to <br />offend residents, drafting the language differently, concern for names and responses being public, <br />including homes that are zoned B-1 along Main Street or utilizing survey software ensuring <br />privacy to residents. <br /> <br />Mayor Love suggested re-drafting the letter and including it in the next packet for consideration. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Table the EDA <br />Draft Letter to Downtown Residents as presented. All in favor Motion carried. <br /> <br />4. Res. #22-0XX - Supporting Policies Related to Public Safety Mental Health <br /> <br />Administrator Statz reviewed the presented resolution and stated that he included information <br />provided by the League of MN Cities, growing issue with public safety services, worker’s <br />compensation and PERA claims and want the Legislature to address treatment/education, state <br />funding, insurance premiums and care for employees and families in public safety positions who <br />experience work related trauma or dependents of those killed. <br />Page 4 of 7 <br /> <br /> <br />
