City of Centerville <br />Council Meeting Minutes <br />April 27, 2022 <br />Motion by Council Member Koski, seconded by Council Member King to Approve the <br />Consent Agenda as presented. All in favor. Motion carried. <br />VIII.OLD BUSINESS <br />1. American Rescue Plan Act Funding Elections <br />Finance Director DeJong briefly reviewed the information contained in Council’s packet and <br />stated that staff recommends the adoption of the Standard Allowance for ARPA Revenue Loss. <br />Discussion ensued regarding non-use of funds for paying down debt or rainy day funds, additional <br />reporting requirements identifying expenditures, utilizing some funding for parking lot <br />improvements, processes being improved for grants/funding/etc. for all municipalities along with <br />abuse of previous funding by certain entities. <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Adopt Res. #22- <br />011 – Elect the Standard Allowance for ARPA Revenue Loss as Presented. All in favor. <br />Motion carried. <br />2. 2022 – 2023 City Strategic Plan Adoption <br />Administrator Statz stated that staff was willing to incorporate the minor suggested modifications <br />from the Work Session earlier or Council could table the item. <br />Council Member Lakso had concerns for adoption in April rather than the beginning of the year. <br />Administrator Statz stated that the process seems to start at the beginning of the year and he does <br />not feel that the City is unique in this process and the plan could be there until a replacement is <br />adopted. <br />Motion by Council Member Lakso, seconded by Council Member King to Adopt the 2022- <br />2023 City Strategic Plan with <br />IX.NEW BUSINESS <br />1. None. <br />X.COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br />1. Administrator/Engineer Report <br />Administrator Statz noted that the Administrator’s Report was included in the packet and <br />highlighted that volunteers are still needed for the 5/8K runs event though a Race Coordinator has <br />been contracted, a vacancy remains on the Parks & Recreation Committee, ballfield repairs are <br />under way, Local Board of Appeal has been completed, the contract for the website <br />redesign/CivicPlus would be coming shortly.
