City of Centerville <br />Council Meeting Minutes <br />May 11, 2022 <br /> <br />Administrator Statz reviewed the Request for Council Action with Council as submitted in Council <br />packet. He explained that it was the desire to remain on the 14-17 year cycle with the <br />roadways/overlay program and that the fund balance was climbing. He explained that there were <br />three (3) proposals: parking lot/overlay project; lighting and landscaping. <br /> <br />Discussion ensued regarding “lumping” the overlay with the parking lot project was a concern, <br />assessments to each property owner, previous assessment amounts being $500-$750, oil/gas <br />prices, bids, timeframe for project, bidding process, putting out for bid versus automatically <br />utilizing Stantec, learning curve with a new Engineering Firm, errors made in the downtown <br />projects which cost the City an additional $50,000, annual resolution for appointments, legal <br />requirements associated with assessments, industry standards, construction costs, billable rates, <br />assessments and need for feasibility study as a requirement by law, exact hours for each project <br />and etc. <br /> <br />Motion by Mayor Love, seconded by Council Member King to Table these Items Until a <br />Breakdown of Hours is Received at the Next Meeting. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Res. #22-0XX – For Urban County Re-Qualification in HUD Programs (CDBG & <br />HOME) <br /> <br />Administrator Statz reviewed the Request for Council Action with Council as submitted in Council <br />packet. He explained that the City has participated in the program in the past, obtained funding <br />for projects and recommended that Council continue participation as it was in the best interest of <br />the City if projects were to come up. <br /> <br />Discussion ensued regarding funding, previous water connections for qualified property owners, <br />and federal funding. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Koski to Adopt Res. #22- <br />013 – For Urban County Re-Qualification in HUD Programs (CDBG & HOME) as <br />Presented. All in favor. Motion carried. <br /> <br />2. 2022 Seal Coating Bid – Gopher State Sealcoat <br /> <br />Administrator Statz reviewed the Request for Council Action with Council as submitted in Council <br />packet. He stated that staff had requested bids from six (6) firms and only received one (1), that it <br />was a competitive price and recommended moving forward for the streets that are not contained <br />in the 2022 Overlay Project, downtown or Old Mill Estates project. <br /> <br />Motion by Council Member King, seconded by Council Member Mosher to Approve the Bid <br />Submitted by Gopher State Sealcoat as Presented.
