City of Centerville <br />Council Meeting Minutes <br />June 8, 2022 <br />2. Toolcat Purchase <br />Mr. Paul Palzer, Public Works Director, stated in the capital improvement plan we had schedule <br />to purchase a Toolcat in 2022 and the attachment called a brush hog. This is used for snow removal <br />of trails and sidewalks and turf work with the attachment added called a brush hog (Mr. Palzer <br />noted that the brush hog that had been used is rented on an annual basis) and also to do our rain <br />water gardens along the trails, and be used in many of our parks that have a lot of overgrown brush <br />areas. This machine is more ergonomically and steering wheel and drives like a vehicle. Mr. Paul <br />asked Council if they had any questions and a lengthy discussion ensued as to the cost, whether it <br />was a gas or diesel and warranty and why was needed to be brought forward to council being that <br />it had been on the Capital Improvement which was approved. <br /> <br />Administrator Statz stated that Council Member Lakso had a great point as to why staff was <br />bringing this purchase to council being that it was on the capital improvement plan. Mayor Love <br />stated this could be added this to a work session discussion item around budget time. Maybe if itÓs <br />going to meet the numbers on capital improvement plan then place it on the consent agenda if it <br />more the it should be added to new business for discussion. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the <br />Purchase of the Toolcat in the amount of $77,202.00 as Presented. <br />Council Member Lakso added a friendly amendment to require safety training and support training <br />to the motion. <br /> All in favor. Motion carried. <br />3. Resolution #22-0XX Î Amazon Fulfillment Center <br /> a. Revised DeveloperÓs Agreement <br />Mr. Glaser passed out revisions. He stated that there are two pieces to this Resolution Maintenance <br />st <br />Agreement with RCWD taking care of infrastructure on 21 Avenue for creek and during the last <br />Council meeting with respect to the DeveloperÓs Agreement, Council asked Amazon about sound <br />litigation letters and can to acceptable language and maintenance agreement ourselves and the <br />paperwork that handed out had revisions that came from Amazon. <br />Mr. Glaser asked Council if there was anything they would like to review with the maintenance <br />agreement with RCWD. This is what we do when the infrastructure is handed over to the City and <br />we have a stewardship to take care of water facilities. <br /> <br />Mr. Glaser reviewed the DeveloperÓs Agreement. He stated whatÓs in the packet is the way we do <br />revisions. Basically mark up the document you have with the changes. There were a couple <br />sentences that were changed and Ðadded RCWDÑ and a couple of changes added in section 19 <br />about site security. All of these revision are related to the noise. He stated as Council you were <br />very clear to have noise studies done and basically memorialized duty that Amazon has to do sound <br />study regular noise and spike/highest noise. Amazon got changes. One on page 20 and page 13. <br />He review the changes starting with page 20 being that was handed out on paper. Mr. Glaser stated <br />that Amazon revision put a cap of $80,000 for noise mitigation if needed. Mayor Love asked if the <br />Page 4 of 10 <br /> <br />
