Further, the site will be ready for electric vehicles (conduit and <br />wiring are ready to support electric vehicles in the future). Mr. Mueller stated that the client has <br />done their own noise study and it’s more restrictive than city code; the applicant will take feedback <br />about the noise back to the client for further review. Mr. Mueller also stated that the primary reason <br />th <br />the site was designed this way is to avoid new accesses on 20Avenue and because of existing <br />th <br />screen and vegetation on 20. AWARDS, PRESENTATIONS & APPEARANCES <br /> <br />1. Mrs. Kylie Haffke, 6908 Oak Circle – Request Fence Ordinance Amendment to Allow <br />Construction Directly on Property Line <br /> <br />Mrs. Haffke was not in attendance and no action was taken. <br /> <br />VI. OLD BUSINESS <br />Discussion ensued about the traffic study, CUP, and PUD. Points of interest include: the location of <br />the trail, extension of Fairview, timing of improvements, limitations during peak hours, reasons for <br />a CUP and PUD, concerns about noise and mitigation measures. <br /> <br />The conditions of approval were also discussed. The following conditions and findings of fact <br />were revised as follows: Condition 3 was struck and Condition 4 was revised to include a letter of <br />st <br />credit for $650.00 and add 21 median potential. Condition 5 was revised to note that a trail will not <br />be constructed until city staff deems it a safe and appropriate time. Conditions 10 and 11 were struck <br />and replaced with language requiring the applicant to provide a sound study for review by city staff <br />and a follow up study to measure noise in the real-world experience; mitigation measures are <br />required if needed. Condition 12 was revised require that the fence will be maintained; the fence <br />should also be extended to the north end of the parking lot. The P&Z also added a condition that <br />requires no idling – the applicant will be required to bring their idling policy to city council for <br />review. Condition 17 was added, requiring another site plan review for the addition of electric <br />charging stations. <br /> <br />The Commission reviewed the findings of fact andds revised fact #6, striking the last sentence, and <br />replacing the language to say that the Commission feels the applicant providing the noise study and <br />follow up study after the facility is built is reasonable mitigation.
