City of Centerville <br />Council Meeting Minutes <br />July 11, 2022 <br /> <br />Statz and staff. He stated that Administrator Statz is not recommending approval but he would like to share <br />his perspective and provide Council with insight as for the reasoning for its location and purpose. He stated <br />he feels that Mr. Statz as Administrator, is doing his job to keep the city’s best interests in mind and to <br />ensure that utilities have free access for repairs and maintenance. He stated that he would like to have the <br />garden extend into the easement approximately seven (7) feet. He stated that there are three (3) utilities that <br />have been identified in the easement through Gopher Locate: his own electric, cable, telephone with no <br />direct City main lines. He stated that there is a junction box between his neighbor’s property and his and <br />the garden is not near that box. He stated that the raised garden is easily removable as it is modular which <br />would take approximately a half of a day to remove and a day to remove all dirt. He stated that he intended <br />on hanging planters on the beams adding aesthetics. Mr. Grawe stated that the utilities that are in the road <br />right-of-way service only his home and if there were a repair issue would only impact him and he <br />understood the ramifications if the raised garden needed to be removed for repairs in the area. Mr. Grawe <br />felt that Administrator Statz was being overly cautious by not recommending its approval. He also stated <br />that he would like a decision this evening and would stand by it. <br /> <br />Mayor Love thanked Mr. Grawe and stated that his item will be discussed under New Business later in <br />the meeting. <br /> <br />V. PUBLIC HEARINGS <br /> <br />1. 2022 City Hall Parking Lot and Thin Overlay Street Improvement Project. <br /> <br />Administrator Statz reviewed the presentation and details of the project with Council. He stated that the <br />public hearing was a requirement of law (Chapter 429) and it allows for the City to assess benefiting <br />properties. He explained that Ms. Kellie Schlegel, Engineer, Stantec, would review the project, then the <br />meeting would be opened for the public hearing and obtaining public comment. Following all opportunities <br />for comment, the hearing would be closed. He explained that later in the meeting Council would have the <br />opportunity to consider approving the plans and possibly authorizing the bid to begin the project as it is an <br />Agenda Item. He stated that is the first of two public hearings required by the 429 process. He stated that <br />the first hearing is to discuss the project scope. <br /> <br />Ms. Schlegel reviewed the Thin Overlay portion of the project stating that roadways involved would be the <br />Hunters Crossing and Pheasant Marsh developments along with one (1) block of Progress Road north of <br />Main Street by the Elementary School. Ms. Schlegel also reviewed the replacement of the City Hall <br />rd <br />parking lot. Administrator Statz clarified that the project encompasses Hunters Crossing 2 & 3 Additions <br />and small portion of Dupre Road outside of the Pheasant Marsh development. <br /> <br />Lengthy discussion ensued which were conditions of the roads, project location, drainage, curb and gutters, <br />cost of the project, funding for the roads and parking lot, special assessments, and the time frame for the <br />project. <br /> <br />Motioned by Council Member Koski, seconded by Council Member King to Open the Public Hearing <br />for 2022 City Hall Parking Lot and Thin Overlay Street Improvement Project.
