City of Centerville <br />Council Meeting & Closed Executive Session <br />September 14, 2022 <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the <br />July 27, 2022 City Council Work Session & Meeting Minutes as King abstained. Motion <br />carried. <br /> <br />4. August 10, 2022 City Council Meeting Minutes <br /> <br />Mayor Love provided an opportunity for Council to make revisions if they desired. <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Approve the <br />August 10, 2022 City Council Meeting Minutes as presented. King abstained. Motion <br />carried. <br /> <br />VII. CONSENT AGENDA <br /> <br /> Mayor Love provided an opportunity for others to add or delete any items. <br /> <br />1. City of Centerville Claims through September 14, 2022 (Check #35350-35398), <br />(E1942-1944E) & Voided Check #35333 & 35371 <br />2. Centennial Lakes Police Department Claims through September 8, 2022 (Check <br />#14448-14470), (E2022064-2022069) & Payroll Check (1444-14447) <br />3. Res. #22-0XX – Apply Park & Recreation Expenditures to Charitable <br />Gambling Proceeds <br />4. Election Judge Pay <br /> <br />Council Member Lakso pulled Item #3. Administrator Statz stated due to vacation schedule, all <br />checks were added. They are all normal expenditures. The voided check and reissue check was an <br />escrow reimbursement made to the title company which was voided and a new check cut to <br />homeowner with the title company’s permission. <br /> <br />Motion by Council Member Lakso, seconded by Council Member King to Approve Item # <br />1, 2 and 4 on the Consent Agenda as Presented. All in favor. Motion carried. <br /> <br />Item #3, Council Member Lakso – Just for clarification, the Charitable Gambling proceeds was <br />this for the two light pole. Administrator Statz stated that was for the pleasure rink and they were <br />place to light that and the playground a year ago. He stated this was for allocation. Council <br />Member Lakso asked how long the lights were on Parks and Recreations capital plan. <br />Administrator Statz stated that is has been a while. Council Member Lakso appreciated that <br />language that is in the resolution where it read, “NOW THEREFORE, BE IT RESLOVED,” that <br />all charitable gambling proceeds collected in 2020 and 2021 are hereby applied towards operating <br />and capital expenditures for Parks and Recreation functions that are activities and facilities for <br />youth. She asked looking ahead to 2022 is the same going to be applied. Administrator Statz stated <br />that it is in the budget, but no particular project was budgeted for those funds as of yet. <br /> <br />Council Member Mosher asked can we compound the “rebate” by saving for another year, if bad <br />year in gambling funds. City Attorney stated that he knows enough to be dangerous and knows <br />that there are limitation but would like to look it up before comment on that. <br /> <br />Page 3 of 7 <br /> <br /> <br />
