City of Centerville <br />Council Meeting & Closed Executive Session <br />September 14, 2022 <br /> <br />Motion by Council Member Lakso, seconded by Council Member Mosher to Approve Item <br />#3 Res. #22-025 Apply Park & Recreation Expenditures to Charitable Gambling Proceeds <br />on Consent Agenda, as Presented. All in favor. Motion carried. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Plans & Specifications for City Hall Parking Lot Lighting <br /> <br />Administrator Statz stated that this is a chance for Council to see the plans for lighting for design <br />of parking lot. We were hoping to put it in the ground this fall and hoping to use grant money from <br />OSHA, but the grant money ran out for 2022. He stated we will apply again in January 2023 when <br />they have funds available and we would be successful getting the $10,000 grant from OHSA. Our <br />lighting cost will need to exceed $20,000 for a match and if it does not we will add in some security <br />cameras for the City Hall. We are going to wait on all of the issues to correlate with this grant. He <br />is asking Council to review the plans for lighting and authorize staff to solicit quotes for <br />construction in 2023. <br /> <br />A discussion ensued about the security cameras, where they are positioned, timing, adding an <br />outlet for holidays lights, flag or banners, if there will be a timer switch, and motion sensors for <br />the lights. <br /> <br />Motion by Council Member Lakso, seconded by Council Member King Approve the Plans <br />& Specifications for City Hall Parking Lot Lighting. All in favor. Motion carried. <br /> <br />2. Purchase Agreement with Schifsky Companies <br /> <br />Administrator Statz reported on a purchase agreement with Schifsky Companies that is in packet. <br />They are a contractor/excavator that is working with Team Boo to do a development on Block 7. <br />Schifsky Companies are the ones that will be signing this Purchase Agreement and they will <br />ultimately be the developer but Mr. Boo will acting on their behalf. He stated if Council was in <br />agreement with this Purchase Agreement tonight, they would move forward and getting more due <br />diligence done their part to see if they can make this project work. Their intent is to take Centra <br />Home’s plan and build this project. This gives them 6 months to decide whether or not they are <br />going to move forward on this project. On May 1, 2023, they would closed on the property. <br />Administrator Statz stated what they anticipate is that they will sign the agreement within a month <br />or two, we would see an application for a Preliminary Plat from them, and then we would move <br />through the preliminary plat process. Once through the process, we would recommend the Plat & <br />PUD and finalize purchase of property. Hopefully, construction would begin in the spring of 2023. <br /> <br />A discussion ensued regarding the purchase agreement for the land, holding them to the contract, <br />developer’s agreement, Centra Home’s plans, CBDG components and county oversights and <br />protections in the agreement when the land sale goes up. <br /> <br />Motion by Council Member Lakso, seconded by Council Member King to approve the <br />Purchase Agreement with Schifsky Companies.
