City of Centerville <br />Planning and Zoning Commission <br />November 1, 2022 <br /> <br />no parking areas listed provided in the packet, noting any changes. The list will be updated and <br />brought back to the Commission for further consideration. <br /> <br /> <br />VII. NEW BUSINESS <br />1. Ordinance Review - §156.104 Temporary Dwellings & Structures <br />Assistant Administrator Lewis opened the discussion on Chapter 156.104 of the Zoning Ordinance, <br />noting that the Commission discussed the ordinance in 2020 and there has been renewed interest in <br />occupying temporary dwellings over the last couple of months. Assistant Administrator Lewis <br />reviewed what the cities of Lino Lakes, Hugo, Circle Pines and Lexington are allowing, as well as <br />concerns raised by staff (safety, enforcement, permitting, public health). Assistant Administrator <br />Lewis also reviewed a draft of proposed language (red-lined version). Discussion ensued and points <br />of interest include registration, type of structure (tent versus recreational vehicle), length of time, <br />permitting, compliance and non-compliance. The consensus is that the board supports allowing <br />overnight stays in recreational vehicles for a short period of time (14 days). The Commission would, <br />however, like to ensure the ordinance has strong language around enforcement, proper notification <br />to the city, compliance, and orderly conduct. Staff will discuss the ordinance internally and present <br />another draft to the Commission for their review at the December P&Z meeting. The Commission <br />will hold a public hearing on this ordinance in the near future. <br /> <br />Motion by Commissioner Olson, seconded by Commissioner Nelson to call for a public <br />hearing on the ordinance. All in favor. Motion carried. <br />There was a friendly amendment to the motion to have the public hearing at the next available <br />time Î public hearings require public notice requirements. <br /> <br />Motion by Commissioner Olson, seconded by Commissioner Nelson to call for a public <br />hearing on the ordinance at the next available time. All in favor. Motion carried. <br />VIII. APPROVAL OF MINUTES <br />1. September 13, 2022 Planning & Zoning Commission Meeting Minutes <br /> <br />There were no amendments to the minutes <br /> <br />Motion by Chair Kubat, seconded by Commissioner Kuiper to approve the September 13, <br />2022 Planning and Zoning Commission minutes as presented. All in favor. Motion carried. <br />2. October 4, 2022 Planning & Zoning Commission Meeting Minutes <br /> <br />There were no amendments to the minutes <br /> <br />Motion by Chair Kubat, seconded by Commissioner Nelson to approve the October 4, 2022 <br />Planning and Zoning Commission minutes as presented.
