City of Centerville <br />City Council Meeting Minutes <br />January 11, 2023 <br />Fire Protection Council. Council member King is the current alternate and would assume the role, at <br />least initially. Administrator Statz was asked to look into whether or not this representative needed to <br />be a City Council Member. <br />Motion by Council Member Mosher, seconded by Council Member Koski to Approve of the List <br />of 2023 Appointments, as Presented with the Noted Changes. All in favor. Motion carried. <br />IX. NEW BUSINESS <br />1.Res. #23-0XX – Accepting the Resignation of Council Member Lakso and <br />Declaring a Vacancy on the City Council <br />Administrator Statz began the discussion, by mentioning that the actions described in packet are merely <br />staff suggestions that there a number of ways to approach the resignation of Council Member Lakso. He <br />st <br />noted that, Ms. Lakso had officially taken office on the 1 Monday of year, as detailed in state statute. <br />Further, if more than two years remain on a vacated seat’s term, a special election is required “at or <br />before” the next regular city election. The recommendations contained in the resolution, appoint <br />someone on January 25, 2023 after seeking letters of interest from candidates. Then, a special election <br />would be held in conjunction with regular elections in November, 2024. This approach leaves about two <br />weeks for acceptance of letters. Staff is open to discussion of other processes. <br />Mayor Love thanked Lakso for many years of service to the Council and City and stated that she should <br />be proud of her work. When Michelle ran 5 years ago, she brought an important female perspective to <br />the Council and he feels this is still an important piece of puzzle. Mayor Love clarified that applications <br />are welcome from all candidates, regardless of gender. He went on to say that it would be ideal to have <br />a candidate seated in time to participate in the late February/early March Strategic Planning retreat. <br />Council Member Koski thanked Council Member Lakso for her dedication to City and commitment to <br />the citizens. She did bring a unique perspective and way of thinking and he sincerely appreciated her. <br />Council Member Koski said she will be missed and that we wish her well. Koski reiterated that it would <br />be nice to have someone in place prior to the goal setting meeting but questioned whether we could hit <br />that timeline, given the short window for applications. Love said it is a goal but not set in stone. <br />Council Member Mosher stated that it was a pleasure to serve with her. He hopes to field a strong set of <br />candidates and looks forward to going through applications. He encouraged folks to research and find <br />out the time commitment and what it entails. He generally approved of the presented timeline and agreed <br />it would be nice to have prior to goal setting but if not so be it. <br />Jr. Council Member Shaw said it would be nice to have a large pool of 6 or more to get a feel for what <br />the community wanted and to make the best choice. Administrator Statz stated that if the pool of <br />candidates is six or less he would advise that the Council interview them before the meeting. If there are <br />more than six, we may come back and rearrange pushing the timeline into February. <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve Resolution <br />#23-0XX Accepting the Resignation of Council Member Lakso and Declaring a Vacancy on the <br />City Council, as Presented.
