June 6, 2023 <br />Centerville Planning & Zoning Commission <br />Page 3 of 6 <br />RE: F&M Holdings LLC for Guys & Dolls Salon Ï PUD Development Plan <br /> <br />PROPOSED DEVELOPMENT <br />The applicants have prepared two site plans Ï A and B Ï for the site, below. Site Plan A is their <br />preferred plan with parking in front of the building on the two corners of the site, Main Street and <br />Progress Road, with the building setback to the north and east. Site Plan B would place the <br />building at the street corner with parking behind, meeting the intent of the Master Plan guidelines. <br /> <br />The applicants note that future expanded <br />development on the site might involve the <br />Site Plan A <br />adjacent property to the northeast, which <br />would be much easier to accommodate with <br />Site Plan A vs. Site Plan B. <br /> <br />Taken together, the existing character of the <br />corner and the future development scenario <br />make a case for relaxing the Master Plan <br />standards related to building placement. <br /> <br />Site Issues <br />There are several issues regarding the site plan <br />that should be addressed before the project <br />moves forward, illustrated below: <br /> <br /> Even if the building cannot be placed <br />at the build-to line at the ROW, some <br />Site Plan B <br />kind of street edge would be <br />appropriate to require for this site. A low <br />fence, railing, hedge or other feature(s) <br />to create a street edge at this corner <br />would help establish some of the <br />character that the Downtown Master <br />Plan envisions. <br /> <br /> Site Plan A shows the driveway and <br />three parking spaces within the street <br />ROW of Main Street Ï see the graphic <br />shown above (Site Plan A).. The site plan <br />and building placement should be adjusted to remedy this. <br /> <br /> The PUD standards require at least 20% of the site for Ñopen air recreational useÒ. We <br />assume this standard is primarily intended for residential projects, but commercial projects <br />should also have open space or plazas as part of the character to be created in the <br />Downtown. Refining the site plan to include an open space feature along with the street <br />edge noted above would be an improvement. <br /> <br /> <br /> <br />
