City of Centerville <br />Planning and Zoning Commission <br />May 2, 2023 <br /> <br />VII. NEW BUSINESS <br />1. Variance Request – Ryan Companies US, Inc./on Behalf of Amazon.com Services, LLC <br />Administrator Statz introduced this item and reviewed the conditions of approval and findings of <br />fact outlined in the staff memo. <br /> <br />Motion by Commissioner Thompson seconded by Commissioner Olson to close the public <br />hearing. All in favor. Motion carried. <br /> <br />Motion by Commissioner Nelson seconded by Commissioner Thompson to approve the <br />variance with the conditions of approval and findings of fact as presented in the packet. All <br />in favor. Motion carried. <br /> <br />2. Concept Plan Review – 1737 Main Street Guys and Dolls Salon <br />Administrator Statz introduced this item, reviewing the concept plan (2 options) as presented in the <br />packet. In Option A, the building is set back to the rear of the yard, with parking in front. Option B <br />features a building in the front of the lot, with limited setback to the right-of-way and parking in the <br />rear. Option B presents a challenge with overhead power lines, which would need to be relocated or <br />buried for aesthetics, and safety reasons; the associated cost to do this is between $25,000-$60,000. <br />The city council and staff support Option A to spur downtown development. <br /> <br />3. Planning & Zoning Commissioner Candidate – Linda Broussard-Vickers <br />Administrator Statz introduced this item, noting that Linda Broussard-Vickers is willing to serve on <br />the Commission beginning in June or July through December until she heads south for the winter. <br />Ms. Broussard-Vickers noted that she would be willing to step down if two candidates come forward <br />to fill the Commission vacancies. <br /> <br />Motion by Commissioner Olson, seconded by Commissioner Nelson to recommend approval <br />of Linda Broussard-Vickers to the council for appointment on the Planning and Zoning <br />Commission. the All in favor. Motion carried. <br /> <br />VIII. APPROVAL OF MIN UTES <br />1. April 4, 2023, Planning & Zoning Commission Meeting Minutes <br />There were no changes to the minutes as presented. <br /> <br />Motion by Commissioner Thompson, seconded by Commissioner Nelson to approve the <br />April 4, 2023, Planning and Zoning Commission minutes. All in favor. Motion carried. <br /> <br />IX. Announcements and Updates <br /> <br />1. Council Member Liaison <br />Councilmember Koski reported that the Fire Steering Committee for the Centennial Fire District <br />discussed the need for new infrastructure, noting the significant increase in cost, which may require <br />a bond; he noted that the Centennial Fire may be able to recondition one of the existing trucks while <br />they determine the best path forward on future purchases. <br /> <br />Councilmember Koski expressed his appreciation for police and fire personnel who go above and <br />beyond to protect the rest of us. <br /> <br />Page 2 of 3 <br /> <br />
