City of Centerville <br />Planning and Zoning Commission <br />June 6, 2023 <br /> <br />Chair Kuiper opened a public hearing at 6:40pm. Michael Lee, the homeowner at 1746 Dupre Road, <br />answered questions about the use of the new shed and materials (siding to match his house) he would <br />be using. <br /> <br />Public Comments <br />Neighbors of Mr. Lee communicated their support for reconstruction of the new shed. <br /> <br />2. Interim Use Permit Application – 7087 Centerville Road <br />Chair Kuiper opened a public hearing at 7:50pm. Administrator Statz introduced this item, noting <br />that the owner approached the city about a new business occupying the building; since there is a <br />change in use from a catering business to a salon, an Interim Use Permit (IUP) is needed. The city <br />and property owner worked together to develop a plan that would allow a new business to operate <br />temporarily, while making improvements, such as paving the parking lot, installing curb and gutter <br />around the parking lot, and mitigating run-off issues. Discussion ensued about parking, greenspace, <br />signage, length of the IUP and future redevelopment. <br /> <br />Public Comments <br />Owner, Patrick Walsh, advised that renters will have designated assigned parking spaces. There <br />were no other public comments. <br /> <br />3. Preliminary Plat & Planned Unit Development Application – 1737 Main Street <br />Chair Kuiper opened the public hearing at 6:37 p.m. Administrator Statz introduced this topic as <br />presented in the packet, noting that the city owns this property and that site plan B, with the building <br />located in the rear of the property is the preferred option. <br /> <br />Administrator Statz reviewed the issues outlined in the staff memo, including parking in the right- <br />of-way, etc. <br /> <br />Public Comments <br />Andy Fraley, one of the owners of the Guys and Dolls Salon in Hugo, reviewed their proposed site <br />plan for the new salon, noting there will be 12 chairs and that three of them will be used for cosmetic <br />services. Discussion ensued about parking for employees and patrons, French architectural <br />components, and a narrative explaining how the design meets the Downtown Master Plan and <br />Guidelines. <br /> <br />Staff recommended tabling the item so the applicant can work with their architect and engineer on <br />a few details regarding architecture and related items. <br /> <br />V.
