City of Centerville <br />City Council Meeting Minutes <br />June 14, 2023 <br />area. The newly proposed remodel preserves that investment by keeping the kitchen space intact and <br />reducing the office area. Most of the work that will be done will be handled by staff – keeping the cost <br />down. <br /> <br />A discussion ensued. <br /> <br />Motion by Mayor Love, seconded by Council Member Mosher, to Approve CFD Station 3 <br />Renovation Proposal not to exceed $7000. All in favor. Motion carried. <br /> <br />2. Stormwater Utility Cost Share – Oak Circle Project & Special Assessment <br />Agreement/Waver <br /> <br />Assistant City Administrator Lewis explained to council that in 2013 the city put into place Res. #13-022 <br />authorizing the city’s participation in resolving private storm drainage problems, which would allow <br />property owners an opportunity to cost share with the city (25%) and could have the remainder placed <br />on their property taxes through special assessments (75%). The resolution references "groups of property <br />owners" as several residents had addressed Council regarding wet backyards. The project involved <br />numerous residents and not all of them wanted to participate in the program. At that time, the intent was <br />to have 100% participation if a project were to occur and impact a group. However, larger projects have <br />not been posed to the city until recently. The City has received two requests from an individual property <br />owner and the two abutting property owners. She stated that Mr. and Mrs. Alexander Haffke approached <br />the city to have the work completed in their back yard connecting into the city’s infrastructure (catch <br />basin in the drainage/utility easement) behind their house. She explained that they have signed a Special <br />Assessment Agreement and Waiver of Appeal and agreed to grant the city an easement for maintaining <br />the installed 60’ drain tile/pipe and catch basin. <br /> <br />She also stated that there were additional areas of concern with the language contained in the resolution. <br />One being the length of time of the assessment and the other being the interest rate. She commented that <br />the Finance Director stated that the going interest rate is 5.5% to 6% as of March. <br /> <br />A lengthy discussion ensued. <br /> <br />Motion by Council Member Taylor, seconded by Council Member King, to table the Stormwater <br />Utility Cost Share – Oak Circle Project & Special Assessment Agreement/Waiver for a future <br />discussion. <br /> <br />Council Member Taylor stated that she like to table this for the future so they can review the policy and <br />get legal advice and make sure that they are all interpreting the same. <br /> <br /> All in favor. Motion carried. <br /> <br />3. Juneteeth Holiday <br /> <br />Assistance City Administrator Lewis explained to council that we have a new State Holiday on June 19. <br />She stated that this was signed by the Governor, and it states that no public business can be transacted on <br />any holiday, except in case of necessity, including the new Juneteenth holiday which is celebrated on <br />June 19. <br /> <br />Page 3 of 5 <br /> <br /> <br />
