<br /> City of Centerville <br />Council Meeting Minutes <br />July 27, 2022 <br /> <br />Council Member King stated that it had not been enough time to consider the position as it was <br />incepted eight (8) months prior. Several Council Members felt that additional time should be given <br />to the position to realize the benefits and to ascertain whether the City Administrator’s position has <br />been relieved of some of his responsibilities. It was also felt that controlling overtime and other <br />benefits may be obtained in the future with the position being retained. Administrator Statz stated <br />that delegation of EDA to Ms. Lewis and Parks & Recreation to Ms. Bender has been working very <br />well. He stated that he is satisfied with the benefits of the position. <br /> <br />3. Downtown Redevelopment Strategies <br /> <br />Administrator Statz suggested that with the attendance of Mr. Scott Baumgartner, that this item <br />could be discussed following the regularly scheduled meeting if Council chose to recess the meeting <br />and restart the Work Session at that time. <br /> <br />4. Cannabis Regulation <br /> <br />Administrator Statz reviewed the memorandum presented from Attorneys, Glaser and <br />Baumgartner, regarding city regulation, recent changes in law allowing the sale of certain edibles <br />and beverages infused with the cannabis ingredient THC. Attorney Baumgartner reviewed three <br />(3) option that were contained in the memorandum: 1. Council could adopt a moratorium <br />prohibiting the expansion of cannabis sales (which would allow one (1) year to study the sales and <br />utilize that time to create comprehensive cannabis regulations which would also afford the <br />Legislature ample time to create state-wide cannabis regulations), along with the pros and cons; 2. <br />The Council could adopt business regulations governing cannabis sales, along with the pros and <br />cons; and 3. The Council could adopt an “Interim” cannabis regulations by issuing licenses with <br />limited business sales. Discussion also took place regarding age limits under the new law. The <br />consensus of Council was go with a moratorium. It was requested to be on the next Work Session <br />for further discussion. <br /> <br />Lengthy discussion was had by Council regarding the partnering of the City Attorney’s firm with <br />other communities (Anoka and Andover) to see how they would be moving forward along with <br />information from the League of MN Cities. <br /> <br />III. ADJOURNMENT <br /> <br />Acting Mayor Koski adjourned City Council Work Session at 6:27 p.m. allowing for a five (5) <br />minute break prior to starting the regular City Council Meeting. <br /> <br />COUNCIL MEETING <br />I.
