Main Office:
3601 Thurston Avenue, Anoka, MN 55303
Phone: 763/427-5860
www.haa-inc.com
MEMORANDUM
TO:Danielle Sanborn, Anoka County Parks Department
CC:Karen Blaska, Anoka County Parks Department
Tim Eggerichs, Hakanson Anderson
FROM:Shane Nelson, Project Manager
DATE:October 5, 2023
RE:Traffic ControlAlternatives
Rice Creek Chain of Lakes ParkReserveReconstruction Project
As requested, we have reviewedalternatives for providing trafficcontrol for theRice Creek Chain of
Lakes Park Reserve project that is scheduled for construction in 2024. The project consists of
reconstruction of the park entrance road, boat launch parking lot, public beach parking lot, boat
launch access road, and boat launch. The park will remain open during construction, and therefore it
will be necessaryfor the Contractor to provide traffic control for various stages of the project.
The park entrance road is proposed to be raised with fill to provide greater separation from the
saturated soils, which willincrease stabilityof the road bed. While the road is being raised with fill,
maintaining two way traffic on the roadway is not recommended. Although the designis still being
finalized, our preliminary estimatefor the constructionperiod of the entire project is 12 weeks. Our
preliminaryestimate for the construction period of the park entrance road, from Main Street to the
campground entrance road, is 4-5weekswith good weather. The total lengthof the entrance road,
from Main Street to the campground road,is approximately 3,800 feet. The following working days
are assumedfor reconstruction of this segment of thepark entrance road:
Reclaim Existing Bituminous Pavement1 Day
Fill and Cap Roadway w/Gravel (500 feet / day)8 Days
Concrete Ribbon Curb(Alternate Bid)4 Days
Aggregate Base Tolerancing 2Days
Paving Base Course1 Day
Float Day1 Day
Total Estimated Working Days17 Days
Option 1. The first option for traffic control during construction of this segment ofthepark entrance
road is to maintainone-way traffic by temporarily detouring traffic onto the trail corridor that is
adjacent tothe roadway. If this option is chosen, it will be necessary for the Contractor to have
flaggers on either end of the work areato prevent vehicles from meeting each other head on. It is
anticipatedthatthe flaggers would be present during normal work hours, and that theContractor
wouldre-open the park entrance road to at least a gravel surfaceat the end of each working day.
