City of Centerville <br />City Council & Closed Exec. Meeting Minutes <br />September 13, 2023 <br /> <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Resolution 23-0XX - Establishing Various No Parking Zones Throughout the City <br /> <br />Administrator Statz reviewed the issue and the history of discussions with the Planning Commission and <br />local business owners and other stakeholders. Extensive discussion ensued between the City Council <br />and Administrator Statz. <br /> <br />Mayor Love invited Lucas Wiborg, owner of 7050/7070 Main Street to address the Council. Mr. Wiborg <br />thanked staff for working with hin and his tenant on the issue and voiced his support for the project. He <br />provided some specific information regarding the operations of his tenant to guide decisions related to <br />the restrictions on parking. <br /> <br />Further discussion followed, regarding restrictions on the new parking area to be established on <br />Commerce Drive. <br /> <br />Motion by Council Member Koski, seconded by Council Member Taylor to Approve Resolution <br />23-022 - Establishing No Parking Zones (New and Existing) as Presented, with the minor <br />amendment to restrict parking on the south side of Commerce Drive to a 2-hour limit. All in favor. <br />Motion carried. <br /> <br />2. Striping Contract (Progress Road and Commerce Drive) <br /> <br />Administrator Statz reviewed the striping quote, including the new striping for Progress Road, north of <br />Main Street, noting that the school and county have given their support to the idea. <br /> <br />Motion by Council Member Taylor, seconded by Council Member Koski to Approve the Striping <br />Contract as Presented. All in favor. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Centennial Lakes Police Department 2024 Budget <br /> <br />Administrator Statz gave an overview of the proposed budget, including the addition of an officer and <br />some capital improvements at the police station. He also noted that the Police Governing Board has <br />approved this budget. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Approve the <br />Proposed 2024 Centennial Lakes Police Department Budget as Presented. All in favor. Motion <br />carried. <br /> <br />2. Res. #23-0XX - 2024 Preliminary Budget and General Fund Levy <br /> <br />Finance Director DeJong presented the final changes to the proposed 2024 Preliminary Budget and <br />General Fund Levy, noting additional projected income from investments of the city’s assets. The budget <br />proposed by city staff results in a 3.5% increase to the General Fund Budget and a 4% increase in the <br />Page 3 of 6 <br /> <br /> <br />
