City of Centerville <br />City Council & Closed Exec. Meeting Minutes <br />September 13, 2023 <br />general levy, when the debt levy is included. Discussion ensued regarding the work which has been done <br />to date and the fact that the Preliminary Budget which is submitted to the County sets the maximum levy <br />allowed for the year. The final levy may come down from there but may not be raised beyond that level. <br /> <br />Council Member Koski voiced concerns about looming capital expenditures in both the city’s CIP as <br />well as CIPs for the Police and Fire department which are underestimated in those plans, due to the recent <br />large increases in equipment costs and availability. After some discussion, a proposal emerged to add <br />$25,000 to the proposed levy to help mitigate these concerns, should the need arise to supplement the <br />public safety budgets or the city’s own Capital Equipment Fund. <br /> <br />Motion by Council Member Koski, seconded by Council Member Taylor to Adopt Res. #23-023 - <br />2024 Preliminary Budget and General Levy. All in favor. Motion carried. <br /> <br />3. YMCA Donation Request <br /> <br />Administrator Statz reviewed the issue and outlined the public purpose for the donation, citing some of <br />the programs which the YMCA provides. He also mentioned that the Parks & Recreation Committee <br />recommended making the donation with half coming from their budget, the other half coming from other <br />General Fund sources. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve a Donation <br />to the YMCA as Presented. All in favor. Motion carried. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> <br />1. Administrator/Engineer Report – Administrator Statz stated that his Administrator’s <br />Report was contained in the packet and reviewed several highlights: corridor study had a <br />large turnout, open board positions on P & R & P & Z, History Niche about scouting and very <br />nice display, Movie in the Park this Saturday and a Trunk or Treat event for October 28, <br />Centerville Cares was about Recovery Month, sidewalk panel replacement and its good <br />progress, watertower repairs are underway, several items that will be being brought forward <br />in the near future (i.e., Anoka County will be reconstructing the Regional Park road and <br />possible use of Mound Trail as a detour) and the CLPD Joint Powers Agreement negotiations <br />and Kennedy Properties proposal and TIF as a development tool. <br /> <br />Assistant Administrator Lewis reported that the Hotel Study commissioned through a grant from Anoka <br />County had been completed and that Staff would be receiving a debriefing shortly and would forward <br />the information to EDA and Council shortly. <br /> <br />City Attorney Glaser stated thank you to the City for honoring the late Council Member King and he <br />stated it was good to have the family at the meeting. <br /> <br />Jr. Council Member Shaw reported that school is in session, Homecoming week was coming up, a large <br />crowd for the last football game (Blaine/Centennial). Mayor Love asked about the Cross Country team <br />and Jr. Council Member Shaw stated that they would be having a meet at Lakeville on Friday and the <br />last one meet was in Isanti. <br /> <br />2.
