City of Centerville <br />Work Session & City Council Meeting Minutes <br />October 25, 2023 <br />1. Appoint City Council Member to Fill Vacant Seat (Moved to the end of the Agenda) <br /> <br />2. Ordinance #XXX, Second Series (First Reading) – Native Landscapes <br /> <br />Administrator Statz reported that a modification was made to State Statute allowing for these and the <br />City is complying with that change. <br /> <br />No action was needed as it was the first reading. <br /> <br />3. Ordinance #XXX, Second Series (Second Reading) – Medical Facilities <br /> <br />The Administrator Statz gave a brief synopsis of types of medical facilities/substance abuse clinics and <br />that the existing Moratorium on medical facilities was to expire on November 1, 2023, so following <br />research, the proposed language for Code amendment was provided by the City Attorney’s. <br /> <br />Assistant City Administrator Lewis reported the reasons for regulation of these facilities, definitions, and <br />conditions of issuance/Interim Use Permit (IUP). She offered an opportunity for Attorney Glaser to speak <br />on the Findings. Attorney Glaser stated that the substance abuse facilities were an asset to communities, <br />staff researched what other communities (Duluth, licensing agencies and their recommendations) have <br />done/experienced with the facilities and the inclusion of language for Community Integration. <br /> <br />Discussion ensued regarding the impacts on Public Safety and it being addressed within the language of <br />the amendment, the differences between a Conditional Use Permit (CUP) and an Interim Use Permit <br />(IUP) and a two (2) year time period being set as coinciding with the facilities licensing. <br /> <br />Attorney Glaser stated that the Findings come from the Planning & Zoning Commission’s public hearing <br />held on the item of October 10, 2023, and he stated that there was no public input received at that meeting <br />regarding the item. <br /> <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve Ordinance <br />#131, Second Series Amending City Code, Chapter 156, §156.006, 156.031 and Table 156-A.1, <br />District Allowed Uses as Submitted. All in favor. Motion carried. <br /> <br />4. Ordinance #XXX, Second Series (Second Reading) – M-2 Zoning District <br /> <br />Administrator Statz gave a brief review of the Comprehensive Plan and Downtown Master Plan <br />Amendments that were made at the previous meeting to alignment for the M-2 Zoning District density <br />amendment. He explained that the City, generally within one year, approves the Code Amendment <br />associated with a change in the Comprehensive Plan Amendment. <br /> <br />Administrator Statz stated that there was no public input received at the Planning & Zoning <br />Commission’s public hearing held on October 10, 2023. <br /> <br />Page 5 of 9 <br /> <br /> <br />
