City of Centerville <br />Work Session & City Council Meeting Minutes <br />October 25, 2023 <br />Motion by Council Member Koski, seconded by Council Member Mosher to Approve Ordinance <br />#132, Second Series Amending City Code, Chapter 156, §156.052 as Submitted. All in favor. <br />Motion carried. <br /> <br />5. Cancel November 22, 2023, City Council Work Session/Council Meeting; Schedule Work <br />Session for November 8, 2023 <br /> <br />Administrator Statz stated that the regularly scheduled meeting falls on the evening before the <br />Thanksgiving holiday and that staff was suggesting cancellation of that meeting and rescheduling of the <br />work session to November 8, 2023, commencing at 5:00 p.m. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Cancel the <br />November 22, 2023, City Council Work Sessing & Council Meeting and reschedule the Work <br />Session portion to November 8, 2023, Commencing at 5:00 p.m. or Shortly Thereafter. All in <br />favor. Motion carried. <br /> <br />6. Call for Closed Session Re: Labor Union Negotiations <br /> <br />Administrator Statz stated that there were two (2) clauses in the State Statute which allow for <br />boards/Council to have the ability to hold Closed Executive Sessions (Statute 13D.03 and 13D.05), with <br />Chapter 13D.03 allowing the board/Council to discuss strategies for labor negotiations. He stated that <br />Statute 13D.03 requires a majority vote to call for that Closed Executive Session and that it needs to be <br />announced at the meeting. He stated that there have been times in the past that the city has utilized Statute <br />13D.05, which has been appropriate. He stated that he felt that, to be more transparent, he has chosen <br />this option and scheduling allows. He also stated that he felt that there would be the ability to have an <br />Adopted Agreement following that session. Attorney Glaser stated that a vote could be taken in Closed <br />Session and at the time that the agreement is signed would be when all becomes public. Attorney Glaser <br />stated that all the meetings regarding this item have been recorded as required. <br /> <br />Motion by Council Member Mosher, seconded by Council Member Taylor to Approve a Closed <br />Session for Labor Negotiations to be held at the November 8, 2023 City Council meeting. <br /> <br />Administrator Statz requested that a friendly amendment be made to have the motion read as follows: <br />βto approve scheduling a Closed Executive Session to discuss strategies for labor negotiations <br />immediately following the regularly scheduled Council meeting of November 8, 2023 at City Hall. <br /> <br />Both Council Member Mosher and Council Member Taylor accepted the Friendly Amendment. <br />All in favor. Planning & Zoning Recommendation for Rezoning β 7353 β 20 Avenue North to R-2A <br /> <br />Administrator Statz stated that the Planning & Zoning Commission held a public hearing on this issue at <br />their October 10, 2023, meeting, that the request had been received from the owner of the property to <br />Page 6 of 9 <br /> <br /> <br />
