City of Centerville <br />Work Session & City Council Meeting Minutes <br />October 25, 2023 <br />rezone the property from R-2 to R-2A allowing for renovate the existing home to become a rental duplex. <br />He stated that the Commission’s recommendation was to rezone the parcel to R-2A with a caveat with <br />an easement being granted through the property for a trail to be constructed for connection to the abutting <br />19 acres to the north. He stated that several members of the public appeared and gave input at the public <br />hearing. He stated that many provided comments regarding previous ownership, conditions, etc. He <br />stated that the owner reassured that those conditions would not exist with this property going forward. <br />Administrator Statz stated that there was more regulatory control over rental property rather than a single- <br />family home. He reviewed the previously proposed plat for the 19-acre property to the north and the <br />current trail map. <br /> <br />Discussion ensued regarding the proposed easement, a large amount of work on the property with <br />improvements, prior plat called for R-2A zoning which has expired, the possibility of the boardwalk <br />th <br />installation on the 19 acres, the possibility of a trail to 20 Avenue and an easement for that, if it did not <br />connect into the 19 acres (safe passage) and not on the County road, the trail would then be abandoned, <br />outbuilding and enforcement of grandfathering rights going away (lean-to), unsure of whether the current <br />structure meets building code but not living quarters and with the conversion would meet those same <br />codes. <br /> <br />Motion by Council Member Koski, seconded by Council Member Taylor to Approve the Planning <br />th <br />& Zoning Commission’s Recommendation to Rezone 7353 – 20 Avenue North from R-2 (Single <br />Family Residential) to R-2A (Single Family High-Density Residential) with the Granting of 15’ <br />Wide Trail Easement by the Property Owner to the City Along the Entire Southern and Western <br />Boundaries of the Parcel. <br /> <br />Administrator Statz clarified that this action would not require the construction of a trail, but dedication <br />of the easement. Discussion ensued that the construction of the trail would be funded through Park Trail <br />Funding. <br /> <br />All in favor. Motion carried. <br /> <br />X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> <br />1. Administrator/Engineer Report – Administrator Statz stated that his Administrator’s Report <br />was contained in the Council’s packet and that he would be happy to answer any questions that <br />may be had. He stated that there was a Grand Opening at Amazon recently and it was a great <br />opportunity to meet their staff, he reminded individuals of the availability of Pod casts, stated that <br />th <br />the month of October was Domestic Violence Awareness Month, reported that the 20 Avenue <br />Corridor Study had been completed and that drawings would be available for the next meetings, <br />he reported a lot of interest on social media for the Trunk or Treat Event along with interest in the <br />Annual Business Appreciation and Assistant City Administrator stated that she has extending the <br />RSVP deadline date to October 30, 2023. <br /> <br />Jr. Council Member Shaw stated that the cross-county team would be in Anoka this week for <br />Sectionals and that he would hopefully be qualifying for finals. He also stated that two weeks <br />previously the girl’s team where conference champs.
