8. PERSONAL TIME OFF (PTO)IEARNED SAFE AND SICK (ESST) - LEAVE WITH PAY
8.1 General — Personal Time Off/Earned Safe and Sick Time (PTO/ESST)
The City provides Personal Time Off inclusive of state mandated Earned Sick and Safe Time
(PTOIESST) to all employees. Rather than providing separate policies for vacation and sick leave,
the City has implemented a comprehensive Personal Time Off (PTOIESST) program. We believe
this consolidated approach offers our employees enhanced flexibility in managing their time off.
PTO/ESST is designed to provide employees with flexible paid time off from work that can be used
for such needs as vacation, personal, or family illness, doctor appointments, school volunteerism,
and other activities of the employee's choice.
In accordance with Minnesota state law, this Personal Time Off may, at a minimum, be used for the
same purposes and under the same conditions as earned sick and safe time (see Earned Sick and
Safe Time policy). Given that, it is the employee's responsibility to manage their PTOIESST wisely.
This involves, when possible, advanced planning for vacations, doctor's appointments, and personal
affairs. It's also essential to allocate some PTOIESST as a "reserve" for unexpected situations or
emergencies.
Eligibility: PTOIESST will be available for use as it is accrued according to the schedule below in
section 8.2 Accrual.
8.2 Accrual
Rate of Accrual (Full Time): Full-time Employees shall earn PTOIESST leave at the following rates.
PTOIESST ACCRUAL FULL-TIME EMPLOYEES
Per Pay
Hours
Days
Months of Service
Period
Accrual
Annually
Annually
0 — 6 months
......
6.77 hours
.........
176 hrs
22
7 — 36 months (3 years)
6.77 hours
176 hrs
22
_
37 —108 months ( years) ears)
8.31 hours
216 hrs
27
................. ...___......................... ..................... ..._...............
109 —180 months (15
256 hrs
32
years)
9.85 hours
181 — 240 months (20
11.38 hours
296 hrs
37
years)
241 or more months
12.92 hours
................
336 hrs
_ ....
42
