City of Centerville
Park & Recreaon Meeng Minutes
August 2, 2023
VI. NEW BUSINESS
1. Placement of additional Park Bench at Eagle Park via Resident Request

The committee members were informed that a townhome association adjacent to Eagle Park was
going to send a letter to the City Council requesting a park bench in Eagle Park. A resident of
that complex had indicated an interest to a committee member regarding the purchase and
installation of a park bench at Eagle Park, by the playground between the parking lot and the
swings. The approximate cost would be $2000 for the bench and about $100 for the installation
of it. Discussion ensued regarding the funding of this bench; whether it might come from
donations previously received from Amazon, Kwik Trip or the Lions Club as well as donations
from individuals or the townhome association. There are also funds in the P & R budget also that
could be used. Committee Members directed City Clerk Bender to send a letter to the townhome
association asking them if they would be willing to send a donation to help cover some of the cost
of a new bench.

Motion made by Committee Member Errickson-Grahek, seconded by Committee Member
Freiermuth to recommend to the City Council the purchase and installation of a park bench
to be located in Eagle Park, subject to location recommendation by Public Works Director
Palzer. Funding would be from donations previously received from Amazon, Kwik Trip and
the Lions Club, plus any additional donations received from individuals or organizations.
All in favor. Motion carried.

2. 2024 Contract Review & Prep for Ms. Nissa Larson of Running Ventures for her
September appearance.

Ms. Larson submitted a proposal for the 2024 Fete des Lacs Runs for the Committee Members to
th
review and make any modifications if desired. She plans to attend the September 6
P & R
meeting where she will provide a follow-up/review of the 2023 5K/8K Runs and answer any
questions committee members may have about the 2024 proposed contract.

3. Program Event/Cancellation Policy

There was a question regarding who is authorized to cancel each individual event that the
Committee is affiliated with i.e. Skate Night, Music in the Park, Main Street Market, Movie in
the Park, Fete des Lacs, etc. Currently there is no written policy as to who is authorized to
cancel an event and/or what the parameters are for the cancellation. The general rule has been
that organizers of the event and the City Administrator have the authority to cancel the event. In
certain incidents (Fete des Lacs), the Centennial Lake PD/FD recommendations are also taken
into consideration, or the authority is bestowed onto them to make the decision. Similar
authority/language is contained in all the Park Facility/Special Event Permits.
