January 8, 2024 <br />Mark Statz, PE, City Administrator/Engineer <br />City of Centerville <br />1880 Main Street <br />Centerville, MN 55038 <br />Subject:Proposal for LaLonde Apartment Development Traffic Study <br />Mark: <br />TC2 is pleased to submit this proposal to develop a traffic study for the proposed LaLonde <br />apartment development in the City of Centerville. The site is generally northwest of the Main <br />Street (CR 14) and Centerville Road(CR 21)intersection, immediately west of the Centerville <br />Elementary School. The main objectives of the study are to identify existing traffic operations <br />within the study area, evaluate potential impacts of the proposed development, and <br />recommend improvements, if necessary, to ensure safe and efficient operations for all users. <br />Based on our understandingof the request, the following scope of services was developed. <br />SCOPE OF SERVICES <br />We propose to carry out the work as described in the following tasks: <br />1.Review historicalvehicle and pedestrian/bicyclistvolume datawithin the study area, as well <br />as planning documents to identify previous area infrastructure recommendations, land use/ <br />trip generation assumptions, and other pertinent information. <br />2.Collect and evaluate up to 5-years of crash history within the study area to identify any <br />trends or hotspotsthat need further consideration. <br />3.Conduct a traffic countat the Main Street (CR 14) and Centerville Road(CR21) intersection <br />for up to 13-hours(i.e., 6 a.m. to 7 p.m.); traffic counts will be collected by Quality Counts. <br />4.Develop traffic forecastsfor year of opening build conditionsaccounting forgeneral <br />background growth, known adjacent developmentsand transportation network changes(if <br />any), and the proposed development. The traffic forecasts will be developed using a <br />combination of historical and projected growth rates and data from the latest ITE Trip <br />Generation Manual. <br />5.Develop an alternative trip generation scenario, accountingfor potentialadditional <br />redevelopmentnear the sitefor comparison purposes; specific redevelopment <br />assumptions will be confirmed with City staff. <br />www.transportationcollaborative.com <br /> <br />
