LaLonde Development Traffic Study May 1, 2024 <br /> Page 12 <br />b.The corresponding westbound queues under Phase 1 build conditions are expected to regularly <br />extend beyond Progress Road; these queuing are primarily related to the increase in general <br />background growth (i.e., other area growth), as opposed to the proposed development, as other <br />movements are minimally impacted by the proposed development. <br />c.Under year 2027 Phase 2 build conditions, delays and queues are expected to increase as <br />compared to the year 2027 Phase 1 build conditions. <br />d.Regardless of the proposed development phase, the overall intersections will operate within <br />acceptable industry standards from a level of service perspective, although westbound queuing <br />is a potential issue. Therefore, further discussion with area agencies should occur regarding the <br />willingness to accept the delays and queues noted for the relatively short period of time or <br />consider implementing potential mitigation to improve operations within the study area. <br />5)Potential mitigation alternatives for the Main Street (CR 14) and Centerville Road (CR 21) <br />intersection, include: <br />a.Alternative A: Westbound Right-Turn Lane - reduces the westbound queuing along Main Street, <br />but queues will continue to extend beyond Progress Road and impact access. <br />b.Alternative B: Traffic Signal - improves operations and reduces westbound queues during the <br />peak 15-minute period, which helps improve operations at Progress Road by creating additional <br />gaps in the Main Street (CR 14) traffic flow; existing intersection volumes are near meeting signal <br />warrant thresholds. <br />c.Alternative C: Mini-Roundabout - provides the best overall operations and limits queues from <br />extending to Progress Road. <br />6)Other factors such as impacts to on-street parking, right-of-way, pedestrian connectivity / crossings, <br />vehicle speeds, gateway / landscaping treatments, and construction costs should be considered. <br />7)Regardless of the proposed development, improvements at the Main Street (CR 14) and Centerville <br />Road (CR 21) intersection will likely be needed within the next 3- to 5-years; the addition of the <br />proposed development, depending on the development phase, has the potential to move the <br />potential need timeline sooner (i.e., particularly Phase 2). <br />8)A review of the proposed site plan identified the following considerations: <br />a.Locate signage and landscaping to avoid creating any sight distance issues. <br />b.Review truck maneuverability to limit potential internal circulation conflicts. <br />c.Install a cul-de-sac at the intersection between Centerville Road and Westview Street to help <br />facilitate winter maintenance and relocate the multiuse trail outside of the cul-de-sac / roadway <br />to reduce potential conflicts. <br />d.If / when Phase 2 is developed, align the parking lot access to Centerville Road directly across <br />from the Centerville Elementary School access. <br />e.Depending on the potential mitigation, consider changing the Progress Road / Centerville <br />Elementary School Access to right-in / right-out or three-quarter access to improve safety. <br /> <br /> <br />
