City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br />8:30am-9:30am and between 3:30pm-4:30p.m. Mr. Pacyna discussed the level of service, noting <br />traffic during peak times, the traffic forecast, and the number of trips that the development would <br />likely add in phase one and phase two of the project (should the property to the south develop). Mr. <br />Pacyna noted that the first phase of development would generate 750 daily trips and the second <br />phase would generate about 1250 trips per day; he noted that westbound traffic queues would <br />increase during peak hours for about a 15-minute period. <br /> <br />Mr. Pacyna also discussed mitigation options within the next 3-5 years, which could include a <br />roundabout, mini roundabout, or signal reconfiguration. <br />Questions from the Commission on the Traffic Study <br />Commissioner Seppala asked what a mini roundabout would do to the cityÓs master plan, how much <br />land it would require, and if KellyÓs Korner would go away. <br />Mr. Pacyna explained that a mini roundabout is a little larger than a cul-de-sac and that it would <br />likely be pushed north to avoid business impacts on the south side. Mr. Pacyna added that further <br />discussions would occur with the county about mitigation options. Administrator Statz added that <br />he shared the traffic study with the County, and they thought even a regular roundabout could fit in <br />the space. <br /> <br />Commissioner McCabe asked about safety with pedestrians crossing in a roundabout. Mr. Pacyna <br />explained that signals are more straightforward, but roundabouts and signals both provide for safe <br />pedestrian crossings. There are abilities to further enhance crossings like (regular rapid flashing <br />beacon (RFP). Administrator Statz added that safety is very important and in talking with the school <br />the number of kids walking from the south is minimal; the school is only aware of 15 students <br />walking. Commissioner Kalina said she noticed there were a lot of people walking across the path <br />that goes behind the property, so they were crossing a four-way street; adding that there were <br />students and families with strollers walking the trail. Administrator Statz clarified that the <br />information he received is that there arenÓt students whose main mode of transportation to school <br />are walking from the south. Administrator Statz also added that staff would work with the county <br />on drawings in the near future. <br /> <br />Presentation from The Developer <br />Marcus Ebert with Ebert Companies thanked the Commission and staff for presenting their project. <br />He said that Ebert Companies is a local developer, and they like to build high end market rate <br />projects. Mr. Ebert added that they are long-term holders who hold their properties for a long time, <br />not just a couple of years. They work with a family operator locally, who has a similar vision, with <br />the same mindset. Mr. Ebert said they want to be a part of the Centerville community; he added that <br />they appreciated the opportunity to attend an open house where they could share their story with <br />residents and get to know the people in Centerville Î he said they love Centerville for the same <br />reason everyone else does Î itÓs a great community, with great people, great tradition, and they are <br />excited to be part of a project and the community. <br />Questions from the Commission to the Developer <br />Commissioners Seppala and Kalina asked the developer how a 104-unit apartment building will <br />keep the small-town feel. Mr. Ebert said that they are trying to track residents that are moving to <br />Centerville to promote this, realizing it will not be the same as a single-family home.
