City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br /> <br />Commissioner Nelson asked Mr. Ebert if they would work with the elementary school during <br />construction to ensure the safety of the kids. Mr. Ebert said that safety is important to them and that <br />they would work with the schools to ensure the safety of the kids. <br /> <br />Commissioner Kalina reported that she received letters from residents who expressed concern about <br />the size of the development, noting the height and high density Î she asked if the apartment could <br />be amended to be a medium density development. Mr. Ebert stated that it would be difficult to make <br />a smaller project work financially. Commissioner Kalina asked follow-up questions about height of <br />the development, (what can be done to reduce the elevation from the west and north to keep it to a <br />three-level maximum height). <br /> <br />Mr. Brady from Momentum Design Group and his associate Jesse explained that the site slopes <br />tremendously from the back of the site or the school area, down to the water and that theyÓve tried <br />to balance how to put vehicles under the building and enclosed it so people do not see the parking. <br /> <br />Commissioner Kalina asked about the lack of green space or buffer between the 56-stall surface <br />parking lot between the building and Centerville Elementary; she asked what could be done to create <br />green space or a buffer to the elementary school. Mr. Brady advised that it would be in their best <br />interest to preserve the trees. Commissioner Seppala noted that the plans do not show the trees. Mr. <br />Brady noted that they would plant new trees. Commissioner Seppala asked if they would all be <br />deciduous. <br /> <br />Commissioner Seppala asked staff about the highest point of the building, referencing the mile high <br />in all directions reference in Mr. CarlsonÓs planning memo (page 5). She asked about the cinder wall <br />facing the lake and how high it is above Centerville Lake. Mr. Brady said theyÓd have to get back <br />to the Commission with the calculations. Commissioner Kalina asked what the impact will have on <br />the existing family homes to the north of the building. Mr. Brady said the trees would be planted <br />along the north edge of the building to the property line. Commissioner Kalina asked how the project <br />could be amended to lessen the impact of an exposed façade of the parking level that rises four <br />stories. Mr. Brady showed the plantings facing the lake, noting that theyÓve used vines to grow up <br />the façade in other projects; they have also incorporated fenestration or windows into the parking <br />areas too Î they havenÓt shown that here yet. <br /> <br />Commissioner Kalina asked about parking spaces, stating that she feels it is inadequate. Mr. Ebert <br />reviewed their parking plan for the project. <br /> <br />Commissioner Kalina asked about the entrance from Westview into the lot and extending Westview. <br />Administrator Statz noted that the plan has been revised. Originally, there was a parking lot on the <br />west side of the building. Due to aesthetics and providing a safe fire access on the north side of the <br />building, the design changed and has the entrance on the north side of the building. The building <br />was moved south to accommodate a fire lane on the north and west parking lot was eliminated. <br /> <br />Commissioner Kalina asked if they have other apartment complexes with only one entrance to the <br />property. Mr. Ebert said they ran this by the Fire Marshall, and they were okay with the design. <br />They would love to have another access point, but the site does not accommodate one. <br /> <br />Page 4 of 17 <br /> <br />
