City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br />Commissioner Seppala asked if there is room for people with moving fans to get in and out of the <br />or if they have to have an empty spot. She asked about ambulances having to back out and fire <br />trucks, police cars. Mr. Ebert said the space is designed to be able to back up and out. <br />Commissioner Thompson asked if their finance model requires certain pre-lease agreements. Mr. <br />Ebert said no. Commissioner Thompson asked what happens if the rent goals are not being met. Mr. <br />Ebert said they would have to evaluate that as they go, noting that they are marketing a high-end <br />luxury product. They have reserves for about a year and a half and if they did not meet their goals, <br />they would have to make adjustments but hopefully thatÓs not the case. <br /> <br />Commissioner Nelson asked about their snow removal plan and where it will be stored. Mr. Ebert <br />reported that they do not have a plan to date but will have one. <br />Commissioner Olson asked if there was a landscape plan, because per the site plan it appears <br />everything is being removed. Mr. Ebert said that they have worked with the city and are meeting <br />the city code. They are trying to leave as many mature trees as they can. Commissioner Olson stated <br />that he doubts the trees are a caliper inch equivalent. Administrator Statz stated that there is no code <br />requirement to replace caliper inch requirement in kind. <br /> <br />Mr. Olson asked who made the decision to deviate from the downtown master plan for design intent. <br />Mr. Brady said the oldest example of French-Canadian example architecture they could find was <br />the old school and they used this as a guiding principle. Commissioner Seppala added that it looks <br />like something in Lexington, adding that you have to look hard to see the French features. <br />Commissioner Olson added that the design looks too broken up. <br /> <br />Presentation from Landowner <br />Mrs. Chadima addressed the Planning and Zoning Commission and discussed what the property has <br />meant to her and her family over the years and their desire to share the property with others. <br />Public Meeting Opened <br />Chair Krueger opened the public hearing on the LaLonde Proposal at 7:51p.m. <br /> <br />Public Comments: <br />1. Wendy Brilowski, 7124 Main Street (1:51:50 to 2:04:21) on recording. <br />Ms. Brilowski stated that of all the properties, she believes that she is the most directly impacted by <br />the proposed development. Ms. Brilowski said that she has some concerns that she would like to <br />share. Ms. Brilowski said she has been feeling harassed by community members by some <br />information that has been out there. She said that she respects her city council and representatives <br />and believes that they will do their due diligence. Ms. Brilowski added that she is not happy with <br />the number of community members who have approached her privately on the assumption that she <br />must be against development of the LaLonde property. Ms. Brilowski started that she is dismayed <br />by the lack of research, and inaccurate information that neighbors have shared with her and that she <br />has the ability to form her own opinion. <br /> <br />Ms. Brilowski stated that she is greatly irritated by the pressure to confirm to the ideas of those who <br />will be less impacted than she is by the development. Ms. Brilowski said that when she explained <br />some inaccuracies of the petition circulating, she was told that it was too late to make any changes <br />and that it wasnÓt very important anyway. Ms. Brilowski also said that it has come to her attention <br />that when she mentioned to a community member who had come to her door that being in a Tax <br />Page 5 of 17 <br /> <br />
