City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br />Increment Financing (TIF) could potentially be beneficial for her property, her comment was taken <br />to mean that she refused to sign the petition because she was holding out to sell to a developer. Ms. <br />Brilowski clarified that she plans to be in her home for another twenty years. <br />Ms. Brilowski stated that the administrators of the Face Book page continue to allow inflammatory <br />comments to be posted. Ms. Brilowski stated that our officials serve our community with integrity <br />and asked what gives people the right to accuse them of acting illegally by accepting kickbacks. Ms. <br />Brilowski said that the Change.org petition is circulating from Coon Rapids to Hudson, Wisconsin <br />and has 200 signatures from 3 different zip codes. Ms. Brilowski stated that the only zips code the <br />Commission should listen to is the one in Centerville. She added that the city, landowner, developer <br />have worked with her and followed up every month. Ms. Brilowski stated that there is no lack of <br />information, and that the city has been notifying the public since August 2023 Î the city has done <br />its due diligence. <br />Ms. Brilowski Stated that the property in question is not going to be sold as a single-family home <br />because the property is structurally deficient. She started that she thinks it would be better to have <br />live next to luxury apartments than it would be 30 town homes like people think they want, because <br />the traffic study shows what and when you can expect heavier traffic. Ms. Brilowski added that with <br />town homes marketed to young families there is less certainty about when people are coming and <br />going. <br /> <br />Ms. Brilowski stated that the luxury apartments in North Oaks have a minimum requirement of <br />$1,000,000 for an apartment, so she thinks the apartments in Centerville will be occupied. Ms. <br />Brilowski stated that she is disgusted about comments about people who might move in if all units <br />are not filled as luxury apartments. Ms. Brilowski added: does not everyone deserve equitable <br />housing? <br /> <br />Ms. Brilowski said that she has concerns about trips with traffic but understands that traffic will <br />continue to increase with development around Centerville. She stated that she is a retired <br />schoolteacher and became a bus driver for Rehbein for the Centerville Elementary School route. <br />Ms. Brilowski said that morning traffic is ok and there are not problems. She added that in the <br />afternoon, traffic is horrendous, and it is on the part of the parents who are not obeying logical <br />sequence of traffic because they are cutting in front of the school buses and that has nothing to do <br />with the developer. <br /> <br />Ms. Brilowski stated that kids are not allowed to cross Main Street, noting that children are escorted <br />out by grade, by teacher and are escorted to parentsÓ cars and the school bus as well as off the bus. <br />She added that the 10-foot buffer zone and walkway are totally safe. <br /> <br />Ms. Brilowski said that she recently learned that there is no longer a restriction for a restaurant near <br />the elementary school to hold a liquor license and it would be her worst personal nightmare with not <br />knowing when people are coming and going and at all hours of the night. Ms. Brilowski stated that <br />the apartments seem like a better fit for everyone. <br /> <br />Ms. Brilowski stated that she would hate to see the LaLonde property not generate taxes like Block <br />7. She also said that she grew up in Stillwater, and sees what a lovely, vibrant community it is and <br />that she would like to see this in Centerville. Ms. Brilowski stated that what the developer is <br />proposing is within the M2 Zoning District. <br />Page 6 of 17 <br /> <br />
