City of Centerville <br />Planning and Zoning Commission <br />May 7, 2024 <br /> <br /> <br />2. Annie Weigers, 1683 Lakeland Circle (2:04:31 to 2:06:00) <br />Ms. Weigers stated that she has young kids who attend Centerville Elementary School, and they are <br />walkers. She added that there are about 10 walkers who do leave school unaccompanied and that is <br />of high concern to her. Ms. Wiegers stated that it is scary to have this big building. Ms. Weigers <br />stated that she moved to Centerville because of the small community feeling Î that when she pulls <br />up to gas station in winter and sees snow mobiles, she likes this, and the proposed development is <br />going to change the whole neighborhood. Ms. Weigers stated that her concern is mainly for kids Î <br />she has a lot of hesitation because of safety for the kids. <br />3. Nancy Golden, 1654 Lakeland Circle (2:06:05 to 2.08:54) <br />Ms. Golden stated that she has been the LalondeÓs neighbor for 26 years. She stated that she knows <br />itÓs going to change, however she does not think the community wants a 104-unit apartment <br />building. Ms. Golden stated that she read the developers report and on page 4 there are several goals <br />for being part of this community with the #1 goal being to promote a small-town atmosphere Î Ms. <br />Golden stated that she does not know how this could happen with a 104 unit apartment building, <br />adding that the aesthetics of building will forever change Centerville with the massive structure <br />towering over homes and the lake. <br /> <br />Ms. Golden said that she does not want to see Centerville have a vibrant bustling downtown <br />atmosphere like white bear lake, Delano, or Stillwater and itÓs because Centerville has an elementary <br />school in the middle of downtown and that this is what sets us apart. Ms. Golden asked the <br />Commission (due to the size and scope of the apartment complex) to vote no and to consider <br />developing the property into something else Î something that the community wants. <br /> <br />4. Gary Reimers, 1658 Lakeland Circle (2:09:09 to 2:11:24) <br />Mr. Reimers said he bought his house in 2000 and chose Centerville, because itÓs a nice quiet <br />bedroom community, without a lot of traffic, without a lot of businesses, and without a lot of <br />busyness. Mr. Reimers said that he likes it this way and if he wanted hustle and bustle, he would <br />have built in Woodbury where he worked. He said he would tell people that he felt calmer on his <br />drive home and that when he got home, he could sit outside and talk to neighbors without listening <br />to traffic, or construction, or the noise of a multi-story high density apartment complex up the street. <br /> <br />Mr. Reimers said that he doubts that the number of people who want an increase in population for <br />state aid is small and that the number of fellow Centerville citizens that care about rooftop counts <br />to attract retail development is also small. Mr. Reimers said that he thinks there are many people in <br />the room tonight who want the community to stay small like it is Î that residents to not care about <br />retail Î that residents are perfectly happy going to Lino Lakes or Hugo for McDonalds, Starbucks, <br />or kohls. <br /> <br />Mr. Reimers also stated that he has a hard time believing the added traffic will not be impactful. He <br />also stated that the priority will be to fill the market rate apartment building and if it doesnÓt rent <br />then something will change. He questions on page 19 of the packet where comments are broken <br />th <br />down by resident, because he does not see the March 20 email that he sent to Administrator Statz <br />or the one where Administrator Statz responded.
