June 4, 2024 <br />Centerville Planning & Zoning Commission <br />Page 7 of 11 <br />RE: Ten Nineteen Development LLC, LaLonde Property, PUD Preliminary Development Plan <br />2)Approval with Enhanced Conditions <br />This approach is based on our May 7 report recommendations to the Planning and Zoning <br />Commission, with the revisions as abovein Option 1), but with added conditionsthat the <br />Commission may want to consider. <br />Conditions for Approval(Enhanced Conditions) <br />\[Conditions 1-20 the same as previous\] <br />21)Balconies shall be constructed of wrought iron vs. aluminum or other material, in keeping <br />the Downtown Master Plan preference for that material. <br />22)Due to concerns about overcrowding, occupancy in theapartment units will be limited to <br />three times the number of bedrooms in eachunit. <br />23)Proof of parking shall be shown on a site plan to be reviewed and approved by the City <br />Engineer that would provide the required number of parking spacesper city code.An <br />escrow will be provided to the Cityfor three years to allow construction of additional <br />parking spaces if, in the opinion of the City Council, there are parking problems warranting <br />additional parking on site. <br />Findings of Fact for Approval(Enhanced Conditions) <br />\[Findings 1-9 as above in Option 1, with added findings\] <br />11)Concerns over parking and traffic safety issues are a valid reason for providing adequate <br />on-site parking for the project. <br />12)Overcrowding of apartment unitsis a valid concern for the health, safety and welfare of <br />apartment residents as well as for congestion in the neighborhood. <br /> <br />
