<br />City of Centerville <br />Parks & Recreation Meeting Minutes <br />May 1, 2024 <br />when replacing/adding additional equipment to existing parks. <br /> <br />It was suggested that the 4-slot Kayak Kiosk be installed at Trailside Park, on the south side of the <br />Bald Eagle Waterski Club dock. City would also need to install 1 or 2 sections of dock with a <br />ramp and possibly a gate stating for use of kayakers only. Will need to check on public liability. <br /> <br />The Committee members are researching the installation of a Flowerpot metal trunk Tree in <br />Cornerstone Park this year with the possibility of more to be added in the future. The first tree <br />would be 7’ tall and hold 12” to 16” baskets/pots in which annuals would be planted. This type of <br />decorative tree would be substantially less expensive than other prior options. There was <br />discussion about installing irrigation & electricity. In the meantime, irrigation would mean using <br />a pump & wand and electricity would mean solar lights. The Flowerpot Tree is to be placed on <br />the June agenda. <br /> <br />Rainbow Tree has been a positive entity in the community. They have been very helpful to the <br />residents and the city. <br /> <br />IV. PUBLIC HEARINGS <br /> <br />1. None <br /> <br /> <br />V. UNFINISHED BUSINESS <br /> <br />1. SESAC/BMI/ASCAP Licensing <br /> <br />SESAC, along with BMI and ASCAP are all Performance Rights Organizations (PRO). Almost all <br />copyrighted music is represented by these three organizations with each representing a unique set <br />of songwriters and repertoires of music. Therefore, each organization requires a license as they <br />may only authorize the use of the copyrighted music that each represents. Under US Copyright <br />Law, any municipality using copyrighted music is required to obtain proper licensing <br />authorizations, i.e. a Public Performance License, prior to any music event. By doing so, <br />Centerville will have the legally required permission to play the entire repertoires of these <br />organizations. <br /> <br />Motion made by Committee Member Peterson, seconded by Committee Member Seeley to <br />recommend to the City Council to approve the expenditures of $581 for a 2024 license from <br />SESAC and for a 2024 license from BMI., not to exceed $600. All in favor. Motion carried. <br /> <br />Currently Centerville has a license from ASCAP for 2024, which is approximately $500 per year. <br />In 2025, Centerville will purchase Public Performance Licenses from all three entities and SESAC <br />and BMI will be added to the 2025 budget. <br /> <br />2.
