10 <br /> Creates a working climate in which employees and encouraged to develop and achieve their <br />full potential. Demonstrates by personal example desired standards of conduct and work <br />performance. <br /> Performs responsibilities in a manner which promotes dedication by the entire Staff to <br />Council goals and objectives. <br />Administrative Responsibilities <br /> Ensures compliance with City Ordinance and all other prescribed laws and regulations. <br /> Supervises the conduct of all local elections and performs or delegates associated duties in <br />accordance with County and State laws and regulations. <br /> Develops and maintains understanding and awareness of federal, state, county and other <br />governmental programs which affect the City. Keeps the Council informed on these issues. <br /> Ensures the maintenance, updating and organization of the CityÓs Meeting Minutes, <br />Ordinance Book, Code Book and Financial account books. <br /> Oversees City purchasing functions to ensure the procurement of quality supplies, materials <br />and services at a reasonable and fair cost. <br /> Performs other duties as assigned. <br />Scope of Decisions <br /> Decisions are primarily those which determine the scope, direction and objectives of the total <br />organization. Decisions to be made by this position are of a daily, routine nature; all <br />questions of major policy impact are required to go before the City Council. Decisions will <br />be limited by financial conditions, council policy, or law. On occasion, decisions will be <br />required to be made under conditions of uncertainty where the full range of possible <br />outcomes cannot be easily known or estimated. <br />Organizational Responsibility <br /> This position is regularly responsible for the development of programs, policies and <br />procedures which affect all functions to the total organization. <br />PERIPHERAL DUTIES: <br /> Attends professional development workshops and conferences to keep abreast of trends and <br />development in the field of City Administration. <br /> Keeps up to date on changes to Minnesota Statutes that affect the City of Centerville and/or <br />the day-to-day operations of the City. <br />MINIMUM QUALIFICATIONS: <br />Education and Experience: <br /> Bachelor of Arts Degree from an accredited four-year college or university with a degree in <br />Public Administration, Business Administration or a closely related field; <br /> Minimum of three (3) years of progressively responsible municipal management experience <br /> and; <br /> Two (2) years of supervisory experience. <br />DESIRED QUALIFICATIONS: <br /> Advanced degree or equivalent desirable. <br />3 <br />10 <br /> <br />
