9 <br />Personnel Management <br /> Supervises Department Heads and Administrative Staff and consultants hired on behalf of the <br />City. <br /> Develops and maintains, with Department Heads, a collaborative, team-oriented culture <br />within the City organization and among City Staff, which includes, but is not limited to <br />orientation, clear job descriptions, salary and benefits programs, union negotiations, timely <br />and consistent performance review of employees and on-going communication. <br /> Establishes and maintains effective methods of communication with City personnel and City <br />Council to effectively deliver City services. Participates in decisions relating to all matters <br />affecting City personnel. <br /> Organizes staff meetings and in developing overall policies and procedures for the City. <br />External Relationships with the Public <br /> Establishes a good working relationship with clear respectful communications with citizens, <br />businesses, commissions, consultants and political subdivisions. <br /> Provides for the representation of the City to external groups in ways which enhance the <br />image of Centerville and serve the best interest of the City. <br /> Builds a culture of transparency in the city that facilitates effective information sharing <br />across the entire community, using multiple platforms, such as social media, newsletters, <br />reports, website, local media, etc. <br /> Assures community engagement through open communication, encouraging resident and <br />business involvement in local government to support good decision making through open <br />forums, town halls, listening sessions, and interaction with the city council <br /> Coordinates the preparation and releases of information for the public. Develops and <br />discusses public relations material with Staff and Council, as required. <br /> Serves as the CouncilÓs intergovernmental relations officer and keeps the council infor med of <br />issues affecting the city and other federal and state agencies and other local units of <br />government. <br />Relationship with Council <br /> Ensures that the Council is provided with complete, objective and reliable information and <br />recommendations to establish sound public policy and effective decision-making.. <br /> Keeps the Council informed on pending state and/or federal legislation. <br /> Distributes written communications in a timely manner and prior to Council meetings. <br /> Attends all Council meeting or designates an alternate. <br /> May be required to attend after-hour meetings of Council, Commissions, etc., as assigned or <br />needed. <br /> Manage grants the City has received from granting entities. <br /> Performs periodic analysis of utility rates to assure the receipts adequately cover costs of the <br />utility and that financial stability of these funds are maintained. <br />Organizational Culture <br /> Develops and maintains processes for employee involvement through participative <br />management and open communication. <br /> Develops and maintains, in collaboration with Department Heads, management processes <br />which encourage open interactive communication between Staff and the Council. <br />2 <br />9 <br /> <br />
