May 6, 2025 <br />Centerville Planning & Zoning Commission <br />Page 2 of 6 <br />th <br />RE: 7087 20 Avenue South, Variance Ï Setback for Pylon Sign <br /> <br />Requiring this applicant to meet the setback would <br />require placing the sign within the parking lot, interfering <br />with driving maneuvers and would reduce its visibility <br />compared to the other businesses on this road. <br />VARIANCE STANDARDS <br /> on <br />The CityÔs standards for considering variances, based <br />criteria in State statute, are in Section 156.310, excerpted <br />at the end of this report. A variance is Ñpermission to <br />break the rulesÒ and should only be granted if there are <br />unique or extraordinary circumstances that justify it. <br /> <br />(A) Standards. The Planning and Zoning Commission <br />shall recommend a variance, and the Council shall order the issuance of the variance <br />only if it conforms to the following standards (§ 156.310 VARIANCES): <br /> <br />(1) The variance is in harmony with the purposes and intent of the zoning chapter of this code; <br />The intent of the signage standards is to allow reasonable signage for businesses without being <br />offensive or creating visual clutter. Here, the sign could have been placed in the requested <br />location but for Anoka CountyÔs RWO acquisition. The sign itself is within the intent and purpose of <br />the code. <br /> <br />(2) The variance is consistent with the comprehensive plan; <br /> <br />There are general policies in the Comprehensive Plan about creating cohesive signage standards <br />in the City. The requested variance would be in line with those goals, even though it encroaches <br />on the required setback. <br /> <br /> <br />14 <br /> <br />
