May 6, 2025 <br />Centerville Planning & Zoning Commission <br />Page 2 of 6 <br />th <br />RE: 7087 20 Avenue South, Variance Ï Setback for Pylon Sign <br /> <br />(3) The proposal puts the property to use in a reasonable manner; <br />A pylon sign for a business in the commercial district is by itself a reasonable use. <br />(4) There are unique circumstances to the property not created by the landowner; <br />The Anoka County Highway Department acquired ROW along 20th Avenue S, pushing the <br />property line west by 20 feet. This is unique to this property and not created by the applicant. <br /> <br />(5) The variance, if granted, will not alter the essential character of the locality; and <br />The variance aligns with the general character of the locality and neighboring pylon signs. <br /> <br />RECOMMENDATION <br /> <br />We recommend that the Planning Commission recommend approval of the variance for the <br />th <br />construction of the pylon sign 3.5 feet from the ROW of 20 Avenue S as requested by the <br />applicant, Shuda Properties, LCC/ DBA Dreamscapes Landscaping and Design, published on April <br />22, 2025, with the following conditions and findings of fact: <br /> <br />Conditions of Approval of Variance <br /> <br />1) The applicant will apply for a sign permit for a sign meeting this variance approval and the <br />CityÔs signage area and height standards Ï it shall not exceed 200 square feet in area and <br />35 feet in height, and not less than six feet from the ground to the lowest part of the sign. <br /> <br />Findings of Fact for Approval of Variance <br /> <br />1) Shuda Properties, LLC owns the existing lot at 7087 20th Avenue South. <br /> <br />2) The existing lot does not have a pylon sign. <br /> <br />th <br />3) A portion of the property along 20 Avenue South was acquired by the Anoka County <br />Highway Department, pushing their property line west by 20 feet. <br /> <br />th <br />4) The applicant proposes to construct a sign that is 3.5 feet from the ROW of 20 Avenue <br />South. <br /> <br />5) Centerville Zoning Code standards require a 15-foot setback for signs from any property <br />line. <br /> <br />6) The requested sign placement will not significantly impact surrounding properties and <br />meets the standards for approval of variance in § 156.310 of the Centerville Zoning Code. <br /> <br />60-DAY DEADLINE <br />The applications were received on March 31, 2025. The 60-day deadline for final action by the <br />City Council per MN Statute 15.99 on the variance request is May 31, 2025. <br />15 <br /> <br />
