City of Centerville <br />City Council Meeting Minutes <br />May 14, 2025 <br />Lamotte Drive and Heritage Street West of Centerville Road, Center Oaks 1st Addition (Center Street W <br />of Dupre, Tourville Circle, Oak Circle, Pheasant Lane), Peltier Circle, and Shad Avenue. Alternate <br />Number 1 is Old Mill Road (North of Revoir Street) while Alternate Number 2 is Brian Drive (Main Street <br />to Brian Court). Ms. Schlegel stated that they opened bids on April 22, and the low bid was Asphalt <br />Surface Technologies Corp. at $441,226.90. <br />Engineer Schlegel stated that staff does not recommend awarding either of the 2 alternates with this year's <br />project because of the repair of the culvert on Brian Drive. She stated that it would require a more complex <br />solution than paving an extra 1"-2" of pavement, so there may be further disturbance on Brian Drive that <br />will be required soon. She stated that Old Mill Road is in slightly better condition than the other roads <br />included in this project, and there are concerns that the road may incur damage with the construction of <br />the proposed development immediately to the north. Therefore, she recommended that these 2 roads not <br />be overlaid at this time but be included in a future thin overlay project. <br />Engineer Schlegel reviewed the special assessments methodology, but no action needed, and she reviewed <br />the project schedule. <br /> <br />Discussion ensued regarding base bids and alternatives. <br />Motion by Council Member Koski, seconded by Council Member Kubat, to approve the Mill and <br />Overlay Project, as presented without the two alternate bids. <br />Council Member Kubat just to confirm, are we talking about the just the base bids or the base bid plus the <br />alternates. Council Member Koski stated just the bids without the alternates. <br />Roll Call: Mayor Golden, Council Member Koski, Council Member Kubat, Council Member <br />Mosher and Council Member Rios. Motion carried. <br />3. Amazon Noise Mitigation Concept Plan <br />Interim City Administrator Lewis stated the council had questions regarding the Amazon Noise Mitigation <br />Concept Plan at the last council meeting. She stated that this plan has not changed. The questions were <br />related to the number of trees that were planted. She stated that she followed up with Ryan Companies <br />representing Amazon and they reiterated that they cannot tell us exactly how many trees will be planted <br />until they are onsite with their landscaping company. She stated that the trees are not doing well and that <br />they need to be replaced. She confirmed that the fences are primarily utilized for security purposes, are 6’ <br />tall and the wrap would go around the existing fencing. <br />She mentioned that Council Member Rios had asked about the irrigation and the landscaping plan. She <br />stated that Amazon stated the new trees, and irrigation would be included in their existing plans. She stated <br />that if everyone is ok with this, she would give Ryan Companies the ok to start. <br />Discussion ensued regarding next steps. <br />Motion by Council Member Koski, seconded by Council Member Rios, to approve the Amazon <br />Noise Mitigation Concept Plan, as presented. <br />Page 4 of 8 <br /> <br /> <br />
